Job Description
Supplemental Information

The Southeast Louisiana Flood Protection Authority-East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the east-bank of Jefferson Parish within its control in order to protect lives and property from tidal flooding by natural weather events.
The incumbent will work under the supervision of the Levee Foreman A, Levee Foreman B, Levee Foreman C, Maintenance Superintendent, Operations and Maintenance Coordinator or the Maintenance Regional Director.
The incumbent in this position performs a physical effort to accomplish a variety of tasks in the Maintenance Department of the SLFPAE, as follows:

  • 15% - Removal of trash and debris from the SLFPAE's Right-of-Way
  • 10% - Perform miscellaneous labor duties such as cleaning of maintenance yard, washing vehicles, trimming trees, graffiti removal, sand-bagging where problems develop.
  • 70% - Cutting and trimming grass within the SLFPAE's Right-of Way, including, but not limited to, floodwalls, poles, fences, dead end streets and trees.The incumbent will be required to use gas/diesel powered tools and cutting equipment, including, but not limited to, weed eater, pole saw, chain saw, lawn mower, edger, lopper, hand prunes and self-propelled cutting equipment along with a variety of hand tools rakes, shovels, etc.
  • 5% - Fi ll i n g of new sandbags as required and handling of sandbags as required. The incumbent will perform any and all other duties as required or assigned.

Note: Incumbent is required to perform other duties as necessary, including but not limited to, emergency/disaster support activities by being on 24-hour call. Incumbent is required to report to work and remain there in case of emergency (hurricanes, storms, or other conditions, which could lead to flooding) until such emergency has subsided and employees are released through orders of the Regional Director. Place and remove stop logs during high water emergencies. Make, place and remove sand bags whenever needed. Place and remove barricades and traffic cones.

Examples of Work

Cuts grass, weeds, trees, and brush; cleans culverts, drains, and ditches; moves, loads, and unloads materials, supplies, and equipment; removes obstructions from highway or premises; hauls or carries sand, lumber, asphalt, and cement; applies patching materials to highway surfaces; pours dirt, sand, and water into a mud jack and fills.
Operates a tractor to cut grass; cleans farm equipment.
Performs a wide variety of physical labor functions.
Waters livestock; washes and cleans livestock living quarters.
Directs traffic where road is under construction; washes and assists in servicing equipment.
Assists skilled workmen by carrying materials and tools or performing unskilled tasks such as mixing concrete or digging holes; moves furniture, oxygen tanks, or other heavy equipment at an institution or public building; moves ice to a storage place.
Digs post holes and ditches; does unskilled work in caring for seed beds and seedlings and in fighting wood fires with back pumps and rakes; mows lawns, trims shrubs, rakes grass, and trash; performs other simple tasks in connection with nursery, greenhouse, forest, farm, and/or ground work.
Chips, scales, cleans, and scrapes ironwork; assists in setting up or moving scaffolds.
AS A LEVEE INSPECTOR
Drives a vehicle over assigned area, inspecting levees for weak spots and other dangerous conditions; makes reports of conditions.
Polices levees to keep livestock and vehicles off the levees.
Supervises, as necessary, labor crews in emergency maintenance and repair work on levees.
Checks construction of fencing, installation of pipes, gas, and water lines for compliance with regulations of Department of Public Works and of the Levee Board.
Remains on constant duty during high water stages looking for washes, sand boils, and slides.
Directs draining and sacking to keep levees in good condition and to prevent overflows.
