Description of Work

As of June 1, 2023, the new salary range will be $38,516 to $67,404. Salaries will be determined using this new salary range.

Juvenile Court Counselor Trainee positions assist in providing case management services, counseling, and supervision of adjudicated or delinquent juveniles to ensure compliance with court ordered dispositions.

As a Juvenile Court Counselor Trainee, work will include:
  • Developing skills and confidence to carry a caseload and perform the job duties of a Juvenile Court Counselor independently
  • Opportunities to receive certifications in the trainee's field of work
  • Coordinating services for juveniles and families
  • Shadowing other Juvenile Court Counselors performing their duties and working on their caseloads
  • Gaining progressively complex exposure to the juvenile justice field, court proceedings, case management, system(s) of care. and areas related to juvenile and family dynamics and wellbeing
  • Preparing and presenting court recommendations
Trainee appointments include participating in a 6 to 24-month training progression, in which trainees are assigned to a progressive career development program under supervision which is designed to ensure trainees develop an overall understanding of their role and its impact over time.

The trainee appointment for the Juvenile Court Counselor follows a step progression pay plan. Pay increases follow the following timeline:
Minimum starting pay (Bachelor's degree only)
6 months into training program
12 months into training program
18 months into training program
24 months into training program

  • $36,666 is the starting salary for applicants with related Master's degrees

Once fully qualified, trainees will be eligible for continued professional development, in-service trainings and workshops, and a salary increase to at least $43,076. It is expected that Juvenile Court Counselor Trainees that perform successfully during their Trainee appointment will be moved into a permanent position as a Juvenile Court Counselor.

This is a full-time position (40 hours per week) with State Benefits, including Paid Parental Leave, Vacation Leave, State Retirement, the State Health Plan, Teleworking, and other benefits that focus on enhancing state employees' quality of life, health, wellness, and future.

This position's typical work schedule is Monday - Friday, 8am-5pm. This position requires flexibility regarding work scheduling, including working after hours and participating in an on-call rotation to provide after-hours response for emergency needs of juveniles, which includes weekends and holidays. The selected candidate will also need to attend, complete, and pass the Juvenile Justice Officer Basic Training Certification Program; a four-week program which combines classroom and, at times, physically demanding in-field training at regional training centers. This training requires consecutive overnight stays.

Note to Current State Employees :
The salary grade for this position is NC09. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

About the Juvenile Court Counselor Position:
Juvenile Court Counselors fulfill a vital role in the development and delinquency prevention of juveniles within the State of North Carolina. Individuals who serve in this role work daily with juveniles and families to assess needs and create treatment plans, monitor the progress of both the juvenile and their families' through the treatment plan, maintain contact with and provide human services and support services, serve as officers of the court, facilitate transitional, post-release, re-entry, and continuing treatment services and care, and participate in planning future plans and services for the Juvenile Justice and Delinquency Prevention Division as a whole.

There are no Knowledge, Skills, and Abilities required for Juvenile Court Counselor Trainee appointments.

Management Preferences:
  • Experience applying different counseling approaches and crisis intervention practices to a variety of situations
  • Knowledge of and/or experience working with a system of care
  • Experience with public speaking
  • Knowledge of and/or experience with case management practices

Minimum Education and Experience Requirements

Bachelor's degree in a human services field such as social work, psychology, counseling, or criminal justice from an appropriately accredited institution;
OR
Master's degree in a human services field from an appropriately accredited institution;
OR
an equivalent combination of education and experience.
