You know the importance of Agile best practices and how to combat challenges early to get work done. Oxley Enterprises, Inc. seeks a Junior Scrum Master like you to help us drive critical projects by applying basic Scrum principles and concepts to resolve routine problems helping to modernize the face of our Veterans healthcare. This role will support the Department of Veterans Affairs.


Position Description: The Junior Scrum Master will coach a development team and focus on sprint goals using scrum principles and concepts to ensure a project is successfully progressed. This role supports the Department of Veterans Affairs.


Minimum/General Experience: 2 years Scrum Master experience


Minimum Education: Bachelor's degree in computer science, information technology, or another related field; Certified Scrum Master (CSM) Certification or other Scrum Master certification required


Essential Skills/Qualifications


  • Experience with problem-solving and conflict-resolution skills
  • Ability to communicate technical ideas in a non-technical way
  • Experience with Microsoft (MS) Teams online collaboration tools
  • Experience with project and issue tracking tools (e.g., Atlassian Jira) (preferred)
  • Knowledge of techniques used to fill in the intentional gaps left in the Scrum approach (e.g., Burndown charts, various Retrospective formats, handling bugs)
  • Excellent communication
  • Ability to facilitate discussion and decision making
  • Working knowledge of Agile frameworks and techniques (e.g., SAFe, Kanban, Acceptance Test-Driven Development (ATDD), Test-Driven Development (TDD), continuous integration, continuous testing, pairing, Agile games)
  • Excellent knowledge of Scrum techniques and artifacts (e.g., definition of done, user stories, automated testing, backlog refinement)
  • Excellent organizational skills
  • Working knowledge of software development and Software Development Life Cycle (SDLC) methodology


Security: Ability to obtain/maintain a Federal Civilian Public Trust


  • U.S. Citizenship or Permanent Resident that has lived in the United States for at least 3 years

  • FBI fingerprint check
  • Education check- Attendance and Degrees
  • OPM Security Investigations Index (SII)
  • Law enforcement check
  • Written inquiries to previous employers and references listed on the application for employment

  • Covers 5-10 year period and in some instances lifetime events
  • DOD Defense Central Investigations Index (DCII)
  • Potential interviews with the subject, spouse, neighbors, supervisor, coworkers
  • FBI name check


Tasks/activities Include, But Are Not Limited To


  • Assists software development teams apply the Scrum framework 
  • Manages each project's scope and timeline 
  • Coordinates sprints, retrospective meetings, and daily stand-ups 
  • Resolves issues that hinder the teams' work 
  • Utilizes project and issue tracking tools (e.g., Atlassian Jira)
  • Educates teams on refining and maintaining the product backlog 
  • Facilitates internal communication and effective collaboration 
  • Plans out deliverables and helps teams monitor performance 
  • Utilizes a Scaled Agile Framework (SAFe)
