The Job Insurance Quality Auditor 2 will perform duties that include auditing of UI claims, both paid and denied as required by the U.S. Department of Labor, evaluation of programs, and provide program improvement recommendations.
- Maintain good agency relationships with employers, claimants, staff and co-workers, BAM staff in other states, and the general public. Provide guidance and direction to less experienced auditors. Provide corrective action recommendations for all improper cases investigated during the quarter. Testify at administrative hearings to present evidence on cases investigated.
- Audit base period employers to determine if there is an employer-employee relationship, and if the base period wages are correctly reported in accordance with UI law. Conduct an investigation to determine the reason for separations with all applicable employers. Verify work search contacts. Schedule and conduct investigative interviews with claimants to determine if all eligibility issues have been investigated and ruled on properly. Schedule field contacts in a manner that makes the investigation logical, economical, and orderly to effective complete the assignment.
- May testify at administrative district court and grand jury hearings to present facts and evidence concerning agency employer investigations.
- Provide corrective action recommendations for all improper cases investigated during the quarter.
- Dispose of any issues discovered during investigation by conducting a fact-finding interview and issuing a decision, being at all times in compliance with Snyder provisions. Investigate and process both over and underpayments. Gather information to recoup payments overpayments, detect benefit payment errors, and potential fraud. Redetermine a claim monetarily if necessary, based on the claimants entitlement to list dependents on their claim. Whether or not unemployed due to a business closing, information gathered during the employer’s payroll audit, and the definition of wages. Complete a detailed written report as well as a numerical coding sheet in analyzing each case in accordance with BAM policies and procedures. Enter the coded information into the DOL's SUN computer system. Maintain awareness of DOL requirements for timely case completion.
- Applies expert knowledge of unemployment insurance (UI) laws, rules, and procedures to evaluate and improve the accuracy of Iowa's unemployment insurance decisions and payments. Follows standard methodology for the Benefits Accuracy Measurement (BAM) program as outlined by the U.S. Department of Labor (DOL)
- Auditing unemployment claims
- Able to prioritize work and meet established deadlines.
- Expected to maintain confidentiality.
- Must be able to use standard computer programs (MS Office Suite, Adobe PDF, etc.) as well as other agency specific applications to complete work timely and accurately.
- Reviewing policies and procedures
- Excellent communication skills with staff and customers

Graduation from an accredited college or university and two years of full-time experience in a job service program determining eligibility benefits for unemployment insurance;
