Job Description
Description

Under general supervision, is responsible for overseeing and controlling the initiation, planning, executing, and closing the work of projects and programs to achieve specific goals and meet specific success criteria; to develop the project scope, define project guidelines, obtain business and information technology sponsor approvals and coordinate the resources necessary to successfully complete the project.


EXAMINATION NOTE:

Candidates who meet the Change-Release Coordinator employment standards will be invited to take an examination online, tentatively scheduled to open on May 17th, 2023. This date is approximate and subject to change. Completion of this examination is a pre-requisite to being referred for interview opportunities.

Typical Tasks

  • Develops and maintains a productive working relationship with business owners, project sponsors, project teams, resource managers, vendors and key clients;
  • Works with resource managers to ensure resource availability and commitment, and effectively aligns resources across projects;
  • Develops and maintains the project management plans including risk management plan, communications plan, change management plan, test plans etc.;
  • Assists in project audits to assess the health of the projects;
  • Manages the project change management process;
  • May be assigned as a Disaster Service Worker, as required;
  • Identifies which resources need to be procured outside the organization and assists in the development of SOW;
  • Utilizes established project standards, procedures, contributes to the development and continuous improvement of tools, and participates in the Project Management Community of Practice;
  • Gathers the information required for the scope, level of effort analysis to estimate project cost, resources, time and deliverables;
  • May lead projects in a scrum master capacity using agile methodology;
  • Conducts formal review at project completion with business sponsor to confirm acceptance and documents lessons learned for future reference and learnings;
  • Performs other related duties as required.
  • Develops baselines for cost and schedule, and continuously monitors actual against planned baseline; develops/updates charter to be submitted for approval;
  • Prepares and presents project status updates including detailed status reports periodically and as requested;
  • Conducts project meetings, communicating individual roles, project expectations and desired outcomes;
  • Makes sure that all project team members have the tools and training required to perform effectively;
  • Evaluates the progress of project on a regular basis and identifies, analyzes and prioritizes any issues/risks;
  • Develops and maintains risk mitigation plans, processes and systems;
  • Facilitates the resolution of complex problems by meeting with customers, vendors, and technical staff to identify problems and potential solutions;
  • Monitors project spend, delivery, service levels, value, and contractual compliance;

Employment Standards

Sufficient education, training, and experience to demonstrate the possession and direct application of the following knowledge and abilities:
Training and Experience Note:
Possession of a Bachelor's Degree from an accredited college in Computer Science, Information Systems, Business Administration, Public Administration, or a related field of study

and
Five (5) years of IT project management experience.
OR

Training and experience equivalent to the possession of a Bachelor's degree. Relevant analytical, administrative, lead, supervisory or management experience that includes interpreting rules and regulations, gathering data and formulating recommendations, and report writing can substitute for education on a year-for-year basis;
and
Seven (7) years of IT project management experience, including experience with Microsoft Office Suite of products.
Possession of a Master's degree in Computer Science, Information Systems, Business Administration, Public Administration, or a related field of study can substitute for one (1) year of the required experience.
Special Requirements
  • Project Management Professional (PMP) certification or successful completion of a recognized project management curriculum is desired.
  • Ability to travel to alternate locations in the course of work. If driving, possession of a valid California Driver's License prior to appointment and the ability to qualify for and maintain a County driver authorization.
  • Depending on the position, related certifications may be desirable.

  • Research and gather information necessary for project planning;
  • Manage all phases of the project life cycle and project plan;
  • Prepare and maintain necessary project documentation;
  • Interact with a variety of levels of personnel both within and outside the organization;
  • Work well on a project team;
  • Communicate effectively both orally and in writing;
