General Description

Come join our team in Information Technology Services! We provide cost-effective information processing, office automation, local and wide area networking, internet access and telephonic services to all City departments. The functions of the department include purchasing, planning, testing, and implementation for a wide array of information systems.
The IT Director is a key member of the City’s Senior Staff reporting directly to the Mayor. This position manages the full spectrum of the City’s information systems technology investment and centralized information systems. This position is responsible for accomplishing department objectives and goals as established by the Mayor and City Council.
Hiring Range: $109,866 - $129,230/Annually dependent upon qualifications.
Work Schedule: Monday - Friday, 8:00 a.m. - 5:00 p.m. plus additional hours as required, including evening meetings.

Examples of Duties

  • Performs other duties as assigned.
  • Conducts analysis of computer hardware and software needs at all levels.
  • Administers the operations of the Information Services Department and provides management, direction, and supervision to departmental staff.
  • Maintains inventory of all city-wide computer hardware and software.
  • Represents the City to proactively inform the public on information technology projects or programs in easily understandable business terms.
  • Ensures the operational effectiveness of information system equipment and applications; reviews and evaluates methods and procedures and implements changes to increase workflow or project efficiencies. Proposes short- and long-term solutions to technology management needs and issues.
  • Develops, compiles, and prepares regular and special reports, materials, and presentations for internal and public consumption as required.
  • Attends meetings of the Common Council and other various meetings as necessary.
  • Implements the City’s information technology strategy and objectives to align with the City’s overall strategy and initiatives.
  • Assists in developing and promoting effective communications and a solid relationship with the public, Common Council, boards and commissions, employee groups, City departments, and other government entities.
  • Maintains proper licensure for all software.
  • Evaluates the business needs in cooperation with departments’ objectives, and goals, researching products available and designating procedures to best meet those needs.
  • Assists in evaluation and selection of software and hardware.
  • Accounts for expenditures of funds. Procures, develops, maintains, and updates reference manuals pertaining to information systems equipment and applications.
  • Oversees the installation of systems, system upgrades, software releases, and enhancements for all City computerized applications.
  • Stays abreast of developments and trends in the field of Information Technology that might affect the departments and act on as required.
  • Directs provision of information systems training on a city-wide basis.
  • Analyzes the workload on all computer systems and possible effects on performance.
  • Guides City departments through the selection process for software and programs, including defining the requirements, developing scope of services, reviewing applications, package selection, and implementation.

Minimum Qualifications Required

  • Bachelor's Degree in Computer Science, Management Information Systems, or related field.
  • Six years of progressively responsible professional level experience including budgeting, system analysis, strategic planning, multi-platform system integration, and project management.
  • Five years of supervisory management experience in an Information Technology setting.

A combination of equivalent experience and/or education may be considered.

Knowledge, Skills & Abilities

  • Considerable skill in planning and directing the work of others; considerable skill in evaluating, recommending, coordinating, implementing, and maintaining information systems; critical thinking skills; considerable skill in preparing reports, budgets, and presentations; communication skills to present technology information to groups and individuals unfamiliar with technology terms.
  • Ability to make decisions, plan, organize, coordinate, and direct staff, establish goals, and solve problems. Ability to operate computer and the required software, and keep abreast of current technology, practices, and procedures. Ability to communicate effectively both orally and in writing and establish and maintain effective working relationships with City personnel, elected officials, contractors, vendors, municipalities, school districts, and the general public. Ability to utilize considerable judgment and discretion. Ability to build a sound budget and formulate reasonable forecasts. Ability to use project management tools and techniques. Ability to maintain confidential information. Ability to work the required hours of the position.
  • Comprehensive knowledge of principles, practices, procedures, and methodologies of Information Systems analysis, design, operation, and maintenance. Knowledge of network and application security concerning sharing systems with outside agencies, vendor support access, remote employee access, and public access to City systems. Knowledge of a wide variety of web technologies, telecommunication principles, and mobile data systems. Knowledge of installation and maintenance of fiber optic networks and physical unified security systems. Knowledge of VPN access into secure systems utilizing personal computing devices, virtual server, and virtual desktop technologies. Knowledge of enterprise document imaging systems, GIS and AVL Systems, Public Safety Systems, Traffic control systems, and SCADA systems. Considerable knowledge of effective supervision practices and techniques; considerable knowledge of City operations.

Ability to perform the following activities:
