Responsibilities Serving as an Investigator makes you a valuable member of the FLETC team and mission. These positions are located within Office of Professional Responsibility (OPR) under the Deputy Director's (DD) Office and located in Glynco, Georgia. OPR is charged with ensuring the integrity and security of FLETC through the investigation of alleged misconduct involving FLETC staff, students, or contractors, as well as any crime occurring on FLETC property. Typical assignments include: Planning and conducting, and coordinating investigations related to alleged or suspected administrative misconduct, fraud, or other violations. Reviewing allegations from a variety of sources to identify potential violations and develop an investigative plan. Conducting investigations to develop evidence to prove or disprove allegations of misconduct or violation of Federal law, regulation or policy and procedure. Identifying elements of proof to develop investigative plans and strategies, identifies and collects evidence, and prepares for and conducts interviews of complainants, witnesses, and subjects of investigation. Conducting investigations in a timely manner and prepares accurate and concise investigative reports, memorandum of activity, and other documents. Providing support to a wide range of inspection, outreach, and oversight activities aimed at improving policy compliance, detecting fraud and systemic vulnerabilities, and enhancing management controls across the agency. Planning, conducting, and/or supporting the self-inspection program, management inspection program, and training accident investigation program, including serving on multidisciplinary teams responsible for gathering information, analyzing data, and developing recommendations. Serving as program manager for one or more of the following areas: Anti-Harassment Program; Management Inquiries; and/or Victim-Witness Program. Providing guidance, formal training, and briefings to FLETC staff, students, senior leaders, and other audiences in support of the assigned program(s). Documenting and tracking program activities, preparing statistical reports, and briefing the leadership as required. The qualification requirements listed below must be met by the closing date of this announcement. You must possess at least one year of specialized experience equivalent to the GS-11 grade level in the federal service: conducting investigations related to non-criminal misconduct such as harassment, fraternization, lack of candor, academic cheating, false claims, retaliation, misuse of resources or position, prohibited personnel practices, time and attendance fraud, unauthorized disclosures, ethics violations, hostile work environment, and policy violations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management must authorize employment offers made to current or former political appointees. Time-in-Grade: Current and former GS federal employees must have served 52 weeks at the GS-11 grade level in the federal service. Physical Demands: The work is primarily sedentary in nature but may require occasional moderate physical exertion involving movement through training venues, exterior locations, and other workspace to gather information, collect evidence, and conduct investigative activities. Position requires the ability to drive a government-owned vehicle to perform duties at various locations. Work Environment: The work is performed in an office setting and other controlled environments (e.g., interview room, conference room, classroom). The employee may operate in active training areas across a large campus where law enforcement training is being conducted, and may be required to conduct interviews, evidence collection, and other activities in outdoor environments involving extreme heat, inclement weather, etc. Such exposure will generally be for limited duration only.
