Job Description
The Investigations Division of the Iowa Department of Inspections and Appeals (DIA) is seeking an Investigator to join our Economic Fraud Control Bureau.
Who We Are:
The Economic Fraud Control Bureau (EFCB) is responsible for investigating fraud in Iowa's public assistance programs, and conducting investigations for other programs administered by various state agencies.
DIA's mission is to achieve compliance through education, regulation, and due process for a safe and healthy Iowa. The EFCB contributes to this mission by working with agency partners to promote program integrity via civil and criminal investigations into alleged fraud in Iowa's public assistance programs, including the trafficking and misuse of SNAP benefits.
What We're Seeking:
The successful candidate for this position will be focused on providing timely, accurate, and thorough investigative findings. This position is located in Western Iowa and will be conducting investigative field activities in the greater Western Iowa area. Candidates should reside within, or be willing to relocate, to one of the following counties; Crawford, Harrison, Monona, Pottawattamie, Shelby, and Woodbury. Candidates must have the ability to:

What You'll Do:
This position is responsible for maintaining an investigative caseload consisting of both civil and criminal cases. EFCB Investigators exercise limited peace officer responsibilities under Chapter 10A of the Code of Iowa. Investigative activities include:
  • Applying state and federal laws, rules and regulations, and program policies to cases.
  • Communicating case activities in thorough, accurate, and organized law enforcement reports.
  • Collecting evidence and gathering facts.
  • Working with other local, state, and federal law enforcement partners.
  • Testifying in criminal, civil, and administrative hearings.
  • Assisting in the execution of search warrants.
  • Conducting surveillance.
  • Conducting interviews of victims, suspects, and witnesses for criminal and/or civil investigations.
  • Obtaining and analyzing various types of records.

Work Environment:
  • Occasional overnight travel.
  • Location- home domiciled.
  • Monday-Friday work schedule, hours 8:00 AM-4:30 PM.

Minimum Qualification Requirements

Graduation from an accredited four year college or university with major course work in law enforcement, corrections, criminology, police science, accounting, finance or law and experience equal to two years of full-time work in law enforcement, corrections or criminal investigation;

OR
graduation from an accredited four-year college or university with a major in an area not listed above and experience equal to three years of qualifying work;
OR
a combination of education and experience, substituting one year of qualifying full-time experience for each thirty semester hours of general college or university coursework;
OR
employees with current continuous experience in the State executive branch that includes experience equal to twelve months of full-time work as an Investigator 1 or 2, or in a comparable position involving investigative work experience.

Additional Qualification Requirements

Applicants for positions in the Department of Inspections and Appeals must undergo a background investigation which includes a criminal history check and a dependent adult and child abuse registry check.
As required for entry into the Iowa Law Enforcement Academy for designated positions, successful applicants must be of good moral character as determined by a thorough background investigation and not have been convicted of a felony or a crime of moral turpitude; applicants must be a United States citizen.
Some positions may require a valid driver's or chauffeur's license.
