Job Description

Duties

This position is located in the Region 5, Public Buildings Service, Real Estate Division. This division is responsible for managing the acquisition of leased space – and the renovation of existing leased and federal space – to support customer agency real estate needs.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. Positions include routine telework that are geographically specific to: Chicago, IL; Springfield, IL; Indianapolis, IN; Madison, WI; Milwaukee, WI; Battle Creek, MI; Grand Rapids, MI; Detroit, MI; Cincinnati, OH; Cleveland, OH; Columbus, OH; Minneapolis, MN; Fort Snelling, MN and St. Paul, MN. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

Duties include:

  • Operating as a technical specialist in collaboration with and in support to customers proactively translating customer requirements into space planning/layout options and solutions resulting in technical projects to address evolving customer workplace needs.
  • Analyzing and monitoring impact on building interior space design and overall building aesthetics to determine facility capability in meeting customer needs.
  • Monitoring multiple contractors providing space design and development service.
  • Utilizing AutoCAD computer drafting system (or other industry standard design software applications) to generate design documents.
  • Overseeing and coordinating furniture procurement activities related to an agency’s initial space alterations or post-occupancy space alterations.
  • Researching, preparing, developing and/or approving (if contracted out) technical design and furniture specifications, budgets, and interior space planning as well as the goals and objectives of the project.
  • Evaluating space needs and furniture requirements, evaluating options, considering customer financial parameters for the project and integrating needs to craft a design that meets business, mission and financial needs.
  • Working with customers and others to ensure space and furniture requested meet needs by integrating interior design knowledge with customer mission and space needs.

The GS-12 salary range starts at $82,830 per year. Your Salary will be dependent upon the the location for which you are selected.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

Specialized experience is assisting in preparing hardline drawings for required design intent documents, e.g., demolition/renovation plans, furniture plans, etc.; surveying an agency's space, equipment, workflow, communication and organizational requirements; developing an agency's space and related requirements; specifying furniture and related furnishings; reading and interpreting basic architectural drawings; coordinating and designing total interior finish schemes and materials.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Knowledge of advanced or innovative space planning and design theories and furniture systems to keep pace with changing technology and provide the government with state-of-the-art systems and designs.
  • Technical knowledge and competency in the areas of design, operation, maintenance and management of assigned building(s) and buildings systems required to provide quality building and related services through lease administration and contract review to meet customer agency requirements.
  • Knowledge of architectural, mechanical and electrical features of building construction to assess and plan solutions to user needs within practical limitations.
  • Knowledge of cost and price analysis to forecast costs and evaluate prices in relation to contracted services or projects.
  • An in-depth knowledge of interior design, interior construction, commercial real estate and space planning to program requirements, space plan commercial office space and translate special technical requirements into workplace solutions.
  • Knowledge of contract administration, procurement regulations, procedures, and practices together with a technical knowledge of occupancy management and design and construction projects policies and processes; a working knowledge of various concessions activities; and a working knowledge of heating, air conditioning, construction, and general building maintenance.
  • In-depth knowledge of AutoCad software and other related operating systems to generate space plans, assignment drawing, design intent drawings and graphic presentations, project management features.
  • Knowledge of real property construction (lease procurement, architectural, electrical, mechanical and structural features.
  • Knowledge and ability required to interpret contract specifications, and to perform recurring inspections, review contractor performance and to evaluate, document and ensure quality of services provided.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Best Qualified = Candidates scoring between 95 - 100
