This regular full-time position recruitment closes at 5:00 Pm on August 28, 2023.
$4,007.58 - $4,892.43 biweekly
Plus an additional 10% in Kern Flex.

DEFINITION:
Under supervision of the Chief Information Officer, the Information Technology (IT) Manager is responsible for the planning, organization, analysis, design, installation, implementation, administration, security and maintenance of all platforms and operating system software, networks, telecommunications systems, audio/video systems, and hardware to support the Court’s mission, business, operating, and judicial objectives.

DISTINGUISHING CHARACTERISTICS:
The IT Manager classification is a single management position responsible for planning, organizing, and supervising the work of an assigned technology team and performs related work as required. Incumbent is responsible for exercising good judgement, influence and expertise in developing collaborative and productive relationships with judges, court executives, other court managers, court staff, vendors, and government agency partners to formulate and administer plans, policies, and programs in support of organizational goals and objectives.

Essential Functions

May include but not limited to the following:


  • Oversees the evaluation and selection of new technologies.
  • Develops, implements, and manages strategies, policies, standards, processes, and tools necessary to prevent, detect, document, remedy and prevent hazards and threats to digital and non-digital information both in transit and in at-rest storage.
  • Designs, implements and evaluates controls and procedures to mitigate risk, hazards, and threats to IT systems and their operation.
  • Provides day-to-day leadership, project management oversight, and works with staff to ensure high performance and customer service oriented work environment.
  • Trains staff on uses of new technology tools; works with court executives, managers, and staff to identify, deploy, operate, and maintain secure and efficient technology solutions that support the court’s mission.
  • Leverages to maximum effectiveness a combination of in-house, justice partner, and contracted services to design, develop, and deploy business applications for the court.
  • Actively participates in local and statewide training, committees, project teams, workgroups, initiatives, and strategic planning session that contribute to the development, improvement, and optimization of technology among all California Superior Courts.
  • Helps the CIO with development, proposing, and managing the information technology budget and ensures compliance with all Judicial Council of California procurement requirements.
  • Conducts vulnerability audits, forensic investigations, and risk management assessments.
  • Plans, organizes, supervises and evaluates the work of staff in an information technology unit.
  • Manages an Information Technology unit projects directly and promotes the use of effective project management tools, frameworks, and methodologies.
  • Performs other job-related duties as required.
  • Detects, investigates and analyzes threats and emergency security incidents.
  • Responds immediately to security-related incidents and provides a thorough post-event analysis.
  • Designs, implements and maintains data and documents security plans, standards, and measures in accordance with Court, government and Industry Standards.
  • Responsible for day-to-day operation of an information technology unit.
  • Creates and executes strategies to ensure the security of IT projects, programs, systems, and hardware.
  • Oversees all aspects of inventory for the Information Technology unit.
  • Responsible for managing all information technology operations of courtrooms.
  • Responsible for managing all information technology operations of all systems, networks, cloud infrastructure/platforms, software, and audio/video.
  • Develops and maintains strong customer relationships to ensure effective service delivery and customer satisfaction.
  • Works with Chief Information Officer (CIO) and other Information Technology Manager in development and enforcement of court-wide technology security policies, protocols, and standards in areas of assigned responsibility; participates in and/or coordinates development of court-wide disaster recovery and business continuity plans.
  • Interviews and selects Information Technology unit staff; establishes performance requirements and personal development targets; regularly monitors performance and provides training, coaching, mentoring for performance improvement and development; coordinates with human resources and executive management in taking disciplinary action to address performance deficiencies in accordance with court policies and labor contract agreements.

Minimum Qualifications

Education & Experience:
Education: Graduation from an accredited college or university with a bachelor’s degree in computer science, information systems, telecommunications or closely related field.

OR

High school diploma or equivalent certification in information systems, telecommunications or closely related field, or significant comparable coursework. Seven years of technical professional experience with proven expertise in the implementation and management of complex technology environments or comparable experience, preferably in a California Superior Court environment.

OR

Five (5) years of supervisory experience with proven expertise in the implementation and management of complex technology environments, preferably in a California Superior Court environment.

Experience: At least five (5) years of direct involvement in the planning, design, development, implementation, maintenance, and support of applications, networks, server platforms and operating systems, audio/video systems, and/or telecommunication systems, security analysis with at least three years of supervisory experience with proven expertise in the implementation and management of complex technology environments, preferably in a California Superior Court environment, or its comparable experience.

Must meet education and experience qualifications separately. Experience for education cannot also be used to meet experience qualifications and vice versa.

Licenses, Certifications, Special Requirements:
Possess and maintain a valid California Class C Driver License and the ability to maintain insurability under the Court’s vehicle insurance program.

Industry standard information technology and resources, telecommunications, audio and video technology, document and content management systems, and application development methodologies; current trends in information technology systems design especially related to multi-platform applications. Network architectures and protocols and theory and principles of network design and integration. Internet/intranet technologies and design concepts. Security management design principles, practices, and related methodologies, tools and software. Concepts and techniques for process improvement; principles and practices of sound business communications. Principles and practices of effective supervision. Human Resources policies and procedures and labor contract provisions. Security assessment and testing tools. Technical sources of information for vulnerability alerts and advisories, security threat intelligence, and computer security standards, trends, and developments. Principles of IT security governance. Federal, state, and local regulations and guidelines related to information security. Principles and methods of risk management and analysis as applied to technology and information security. Principles of data management including data replication, retention, and security controls. Methods and techniques of technical documentation and record keeping.

Ability to: Provide leadership in evaluating complex technology strategies and developing approaches that maximize return on investment. Build teamwork and collaboration within the unit and with other units and divisions to share resources and optimize results. Define and communicate project goals to all project stakeholders clearly, succinctly, and persuasively. Analyze user business and technology needs, formulate conceptual frameworks and apply state-of-the-art technology in developing integrated, efficient, and cost-effective solutions. Identify information management issues and opportunities, analyze problems and alternatives, and develop sound conclusions and recommendations. Set priorities and balance the allocation of resources to most effectively meet a variety of user needs in a timely manner. Develop and implement appropriate procedures and controls. Prepare clear, concise, and accurate process, procedure, and systems documentation, reports of work performed and other written materials. Communicate clearly and effectively and convey understanding to technical and nontechnical audiences orally and in writing. Keep technical skills current to meet continuing technology assignments. Use tact and diplomacy when dealing with sensitive, complex, and/or confidential issues and situations. Establish and maintain highly effective, customer-focused working relationships with court staff, representatives of other agencies, and others encountered in the course of work.
