Minimum Qualifications:
Bachelor’s Degree in Information Systems, Computer Science or a related field required; this classification is considered to be an entry-level professional position, however previous work experience is preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
Purpose of Classification:
The purpose of this classification is to apply structured analysis, data modeling, and information engineering to analyze information processing and to provide technical support to assigned departments. This classification is considered to be an entry-level professional position.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Applies structured analysis, data modeling and information engineering to analyze information processing: meets with end-users to determine desired outcomes and system requirements; coordinates and aligns information systems with user objectives; develops and reviews standards and procedures; tests, troubleshoots and resolves issues with application and system functionality; installs technical updates to system; audits, modifies, and amends data in systems; monitors and reports on system usage; and creates professional documentation.
Runs a variety of reports from system programs: develops and maintains special reports and system tables; prepares and runs computer applications (programs) to sort and print monthly reports, ad hoc reports and output files; assembles output files; identifies and corrects errors; conducts trial runs; troubleshoots and analyzes discrepancies in data; updates, repairs, modifies and expands existing programs as needed; prepare charts and diagrams; maintains administrative reports; and ensures the completion of work prior to deadlines.
Provides information system user support to assigned departments: identifies and resolves problems to restore service to user in a timely and efficient manner; designs new or modifies existing configurations to meet users’ needs; ensures that computer equipment and operations are in compliance with applicable policies, procedures, and rules.
Troubleshoots end-user problems: responds to initial on-site requests for assistance and resolves problems; escalates problem to vendors or other personnel as appropriate; ensures continual operations of customers’ software applications; utilizes diagnostic tools and other resources as appropriate.
Conducts training programs for software/hardware users: writes and/or revises user training manuals and lesson plans; selects training times/locations based on users’ needs; answers questions and provides information during and after training; conducts one-on-one training sessions as needed.
Installs and maintains personal computer hardware/software: assures availability and proper operation of products for installation; schedules installations; converts old system data to new system; codes, maintains and compiles applications; installs service packs, patches, and updates; tests installed products per department standards; completes installations and conversions in timely manner and with minimal disruption to customer; provides initial training to customers on new products as needed.
Performs system administration and supports system access: sets up, updates, and/or deletes user profiles as needed; corrects data; clears memory files; updates data and information; clears printers and terminals; backs up and restores data as needed; participates in system management, conversion, migration and updates as needed.
Maintains an awareness of new applications, technologies, technical methods, trends, and advances in the profession: reviews professional publications, technical manuals, and web sites to increase knowledge of network operations; attends conferences, workshops, and training sessions as appropriate.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including system and application documentation, work orders, contracts and department data; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including diagrams, training materials, and project timelines; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Operates or uses various equipment and supplies in order to complete work assignments: operates and maintains a motor vehicle and other power or motorized equipment; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Communicates with County officials, supervisor, other employees, clients, third party service contractors, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Data Utilization: Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.
Human Interaction: Requires the ability to work with and apply principles of persuasion and/or influence over others to coordinate programs or activities of a project, and resolve typical problems associated with the responsibilities of the job. Requires the ability to provide semi-formal training to others in specific areas using furnished teaching materials.
Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver, and/or control the actions of equipment, machinery, tools and/or materials requiring complex and/or rapid adjustments.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems. Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

Other Requirements:
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
