Bellingham Technical College (BTC) invites applications for one full-time Impact Program Director (Youth Reengagement/Open Doors). Open Doors is a statewide reengagement program (WAC 392-700). This position is anticipated to start about September 15, 2023. This is a contract funded professional exempt position, non-represented, and is not eligible for overtime. Continuation of the position is expected to continue but is contingent upon signed inter-local agreement between Bellingham Technical College and local School Districts each fiscal year. This position reports to the assigned Dean for the program.

Position Duties & Responsibilities

  • Establish and maintain effective working relationships with faculty, staff, parents, counselors, school district personnel, and other agency partnerships to enhance the Open Doors Youth Re-engagement program;
  • Work directly with program students, especially those who require comprehensive academic and inter-personal support;
  • Create quarterly schedules for program instruction;
  • Work actively with students and prospective students towards their educational goals and in program activities;
  • Provide daily oversight of a busy front desk area and serve as onsite manager;
  • Maintain productive working relationships on behalf of the program with other college departments;
  • Work with the Dean to coordinate the college Assessment Center;
  • Provide overall leadership, management, planning, coordination, oversight of Impact Program classes, students, case management, activities, enrollment, and personnel while maintaining program compliance and effectiveness;
  • Develop, manage, and oversee program procedures and college policies in regard to student enrollment, behavior, and academic plans;
  • Manage relationship and oversight process between BTC and OSPI (Office of the Superintendent of Public Instruction);
  • Monitor program revenue; make revenue projections; manage assigned program budget; assist in facilitation of quarterly billings, use budget to purchase and make decisions regarding program and student supplies;
  • Review and implement best practices related to youth programming and reengagement;
  • Oversee and complete monthly enrollment reporting process with program staff and school districts;
  • Manage and present information and orientation programs for prospective and new students;
  • Work with staff to ensure specific requirements and regulations are being met and program is compliant with WAC 392-700;
  • Represent the college and Impact Program in off-campus meetings and events; including with community organizations and partner school districts;
  • Other duties as assigned.
  • Oversee school improvement (through OSSI) planning and process, including grant submission, management, and reporting;

Qualifications

Minimum Qualifications:

  • At least 3 years of experience working with at-risk youth;
  • Demonstrated leadership experience;
  • Demonstrated commitment to promoting and enhancing diversity.
  • Experience working with legal and administrative requirements;
  • Bachelor’s Degree;
Preferred Qualifications:
  • Master’s Degree in Education or related field;
  • Supervisory experience;
  • Experience in both K-12 and college educational settings.

Physical and Work Environment:
Typically require: Operating a computer, communicating, observing and repetitive motions. Work is primarily performed in an office environment and requires standing and/or sitting and using computers for extended periods of time. Frequent need for oral, written and auditory communication; Working in an open office environment with frequent interruptions and distractions; Exercising independent judgment in gathering, arranging, and evaluating data. May exert between 10-30 pounds of force occasionally and/or a negligible amount of force frequently or constantly to transport, put, install, remove, or otherwise move objects.

Supplemental Information

Compensation & Benefits:
Salary range is $6,083-$6,500 per month; ($73,000-$78,000 per year).
Leave will be in accordance with BTC Policy 525.1 - Leave Guidelines for Grant/Special Funded Positions. These position(s) receive 8 hours per month of sick leave, 16 hours per month of vacation leave, 24 hours of personal leave and 12 paid state/college holidays per calendar year. Benefits also include a Washington State insurance package including medical, dental, vision, life insurance, and long-term disability; a retirement benefits package, with choice between the Public Employees Retirement System (PERS) Plan 3 or the State Board Retirement Plan (SBRP) 401A plan TIAA. Work Schedule:
The position will be expected to work onsite full-time. Work schedule will vary but is generally Monday through Friday, during the 8 a.m. to 5 p.m. workday, about 40 hours per week; however, schedule may vary including working more than 40 hours as needed, as well as some weekends and evening work. Regional travel will occasionally be required; in addition to occasional work outside of regular business hours.
