Job Description
THE POSITION

Human Services Department, Division of Policy is seeking a Human Services Analyst. The purpose of this position is to research, develop, write, review, analyze, implement and evaluate policy and procedures related to the subsidized childcare and Keystone STARS programs for the Office of Child Development and Early Learning (OCDEL), Bureau of Policy and Professional Development.

DESCRIPTION OF WORK

As a Human Services Analyst, you will plan and organize the development of policy, procedures and regulations for Pennsylvania's subsidized childcare program (CCW) and the quality rating improvement system (Keystone STARS) to ensure compliance with state and federal requirements.
You will also develop, and conduct training as needed to maintain procedures and regulatory compliance standards for providers and grantees and be responsible for the development of policy announcements, clarifications, regulatory interpretations, and training and communication materials for all providers and grantees as related to CCW and Keystone STARS.

  • Work hours are 8:30 am to 5:00 pm, Monday - Friday, with 60-minute lunch.
  • Travel: As needed.
  • Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. It is possible during the training period, more frequent days in the office will be required.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • An equivalent combination of experience and training that includes one year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs.
  • One year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs; and a bachelor’s degree; or
Other Requirements:

  • You must be able to perform essential job functions.
