Job Description

This position is located throughout the Department of Housing and Community Development. The incumbent in this position will be performing housing inspections which require periodic monitoring inspections to determine and ensure compliance with governing laws, regulations and procedures, and the adequacy of management practices by which financial and occupancy operations are administered.

Duties and Responsibilities

The incumbent will perform physical inspections of properties to ensure compliance with District and Federal regulations. Incumbent engages in preliminary problem identification and problem solving. Project inspections are extremely diverse covering a broad spectrum of rehabilitation, redevelopment, homeownership, and subgrantee activities. All of the physical operations are reviewed for compliance with health and safety regulations, management control, and specific funding requirements.

The work requires considerable effort in coordinating the inspections, identifying findings and concerns, securing acceptance of recommendations and monitoring the implementation of corrective action/recommendation, and preparing internal review plans.

Qualifications and Education

Specialized experience is experience conducting property inspections of multifamily housing projects including unit inspections, site, common areas, building exterior and building systems inspections; experience maintaining compliance with

HUD and IRS regulations for low income multifamily property inspections; knowledge of 24 CFR 570, IRS Code 42, 14 DCMR, HUD’s UPCS protocol, District of Columbia (or International Code Council) Property Maintenance, International Code Council Residential Code; and other local laws, regulations, and procedures governing multifamily property inspections; ability to create strategies and develop monitoring tools, reports, and assessments to ensure compliance with applicable laws, regulations, and statutes.

Collective Bargaining Unit: This position is in a collective bargaining unit.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations.
