The pay range listed above reflects the FULL pay range for this position. The expected ENTRY pay range is $56,472 - $69,742.40 annually, based on the candidate's equivalent experience and internal equity with other employees within the same job classification. The position is not eligible for overtime compensation.

About The Position


Join us as we develop innovative approaches to address the housing continuum and support community development efforts in Maricopa County.


As the HOME Project Coordinator, you will use HOME Investment Partnership funding from the U.S. Department of Housing and Urban Development (HUD) to perform advanced-level housing activities and duties with an emphasis on grant administration and directing all aspects of project management, including planning, coordinating, organizing, and administering community development.


In this role, you are part of the Housing and Community Development team. The team interconnectedly coordinates the development of attainable and affordable housing opportunities throughout Maricopa County. We anticipate developing and preserving more than 4,000 housing units using various funding sources, including ARPA, HOME, CDBG, and HOME-ARP. The team establishes and maintains partnerships with local jurisdictions, non-profits, and developers to create and preserve affordable housing opportunities for those in need, including older adults, special needs populations, working families, and persons exiting homelessness.

We Require


  • Two years of administrative experience directly related to administering federal funding or affordable housing development
  • Bachelor's degree in public administration, business administration, social services, or a closely related field


OR


  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis


Other Requirements


  • Valid Arizona driver’s license upon hire
  • Must possess or have the ability to obtain and maintain an Arizona Department of Public Safety Level 1 Fingerprint Clearance Card

  • A master’s degree in public policy, political science, public administration, or a related field
  • Experience maintaining compliance for HUD-funded programs, specifically the HOME Investment Partnerships Program or Community Development Block Grant Program
  • Knowledge of Subrecipient Management, HUD Programs, Grant Monitoring, Housing Quality Standards, Section 3, Davis Bacon Prevailing Wages, Disadvantaged Business, National Environmental Policy Act (NEPA Part 58)
  • Experience with affordable housing development
  • Four years of experience directly related to administering federal funding or affordable housing development


Job Contributions


  • Coordinate annual action planning and reporting with appropriate agencies, which may include sub-recipients, consultants, relevant state, local and federal agencies, County departments, and non-profit and for-profit agencies
  • Serve as monitoring program lead for all sub-recipient, developer, and Maricopa County HOME Consortium member contracts/projects
  • Establish and implement systems and tools to successfully track and monitor projects and funding sources, including performance metrics
  • Coordinate, organize, and administer the development, management, administration, and implementation of HOME Investment Partnership Programs, HOME-American Rescue Plan (HOME-ARP), and other affordable housing and community development projects
  • Ensure compliance with all federal, state, and local laws, regulations, policies, and procedures, and ensure compliance with federal housing requirements, including providing technical assistance to partners
  • Manage contracts and ensure compliance and deadlines with sub-recipient agreements
  • Coordinate the Maricopa County HOME Consortium
  • Collect and analyze relevant data and assists with preparing complex reports to federal agencies and closing out documents for contracts, perform data input into HUD’s Integrated Disbursement and Information System (IDIS)
  • Participate in the design criteria, request for proposal (RFP), contract negotiation, administering of contract standards, project underwriting, and cost analysis, and development of contract documents


Working Conditions


  • Requires use of personal or county vehicle to travel to a from various county, client, and contractor locations
