The Historic Preservation Grant Contract Specialist I position exists to develop and monitor grant contracts, as well as oversee and review financial reports, for the State Historical Fund grant program to support and ensure compliance with the State of Colorado contract and fiscal rules and the State Historical Fund policies and guidelines.


Duties


Contract Development and Monitoring


  • Decides what is the grant award risk of the grant applicant and level of fiscal performance on project.
  • Determines if the grant application budget and scope of work are within parameters of State Historical Fund grant program.
  • Independently builds, generates and prepares grant award contracts and amendments for the State Historical Fund grant awards program in adherence with the State of Colorado contract and fiscal rules and the State Historical Fund policies and guidelines.
  • Determines the correct grant award template to create a grant commitment document.
  • Regulates how a project budget change, scope of work change, and use of contingency impacts the grant award modification.


Customer Service/ Award & Financial Technical Assistance


  • Provides technical and administrative guidance to grant recipients and subcontractors for contractual and financial compliance.
  • Uses appropriate interpersonal skills to communicate financial guidance & assistance and appropriate resources and tools to provide to our grant recipients.
  • Assists and advises grant recipients in completion of projects by providing contractual and financial reporting and payment request guidance and technical assistance.


Financial Processing and Reporting


  • Participates in desk audit of grant awards.
  • Verifies that sufficient expenditure documentation has been received.
  • Reviews payment requests & financial reports, determines completeness, accuracy and adherence to the State Historical Fund policies and guidelines and State of Colorado fiscal rules.
  • Decides/determines eligible expenditures reported by grant recipient.
  • Determines and implements plan to solve potential or actual problems in grant fiscal or award management and confirms that expenditures are relevant to the project scope of work.
  • Collects additional information as needed to finalize payment requests & financial reports and forwards completed requests and reports to Contracts Officer for final approval.


Data Processing and Reporting


  • On a bi-weekly basis query database and produce a list of projects going to expire, active expired and not under award.
  • Prepares and generate appropriate project due diligence letters.
  • Circulates the reports to assigned Historic Resource Specialist and Contracts Officer.
  • Maintains data accuracy and documentation in database and project file.
  • Prepares grant awards, award exhibits and amendments using appropriate grant award templates.
  • Prepares new grant files and grant award notification emails.


Grant Application Review – Reading & Scoring


  • Evaluates probable success of all approved applications with a previous association using factors identified in the Grant Management Capacity form for the Contracts Unit section.
  • Provides written summary on all assigned grant applications for grant review meetings.
  • Reviews general grant scope of work and budget for all regional area grant applications according to State Historical Fund policy and provides written comments to be distributed to all application readers.
  • Participates in and attends grant application review meetings.
  • Reviews entire application and provide written comments on all assigned grant applications according to State Historical Fund policy.
  • Works with volunteers and interns as well as other duties not specified on this announcement.


Education And Experience


Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


The successful candidate must possess a Bachelor's Degree in Business Administration, Public Administration, Finance, Accounting, Historic Preservation or closely related field,


AND


A minimum of two (2) years experience working in a similar grants program, finance or accounting.
