Position Description:
This consultancy will support USAID's Center for Education (EDU) within the Bureau for Development, Democracy and Innovation (DDI). USAID is seeking to strengthen the capacity of USAID staff, implementing partners and other stakeholders to design, implement, and manage innovative and high quality higher education programming. The consultant will collaborate with USAID partners to advance the design, implementation, and monitoring, evaluation, and learning of USAID Higher Education (HE) activities and programs.

The USAID Center for Education is responsible for advancing the vision of the USAID Education Policy: Partner country education systems enable all children and youth to acquire the education and skills needed to be productive members of society. The Vision, Principles and Priorities of the Policy are applicable across both stable and crisis and conflict-affected contexts, as well as in both formal and non-formal education settings. Further, USAID’s higher education work is guided by the Agency-wide Higher Education Program Framework which depicts USAID’s common, sector-inclusive understanding of a higher education system, commitment to key higher education outcomes, and ways of engaging with higher education to achieve these outcomes.

The Higher Education Senior Advisor consultant will be responsible for supporting mission staff in activity design and management, developing knowledge product(s) to strengthen the design and management of USAID HE activities, and supporting evidence generation and dissemination in higher education programming.

Work Schedule: Full-time
Period of Performance: August 2023 through December 2023 . The anticipated level of effort will be 101 days.
Salary Range: Starting at $560/Day

Responsibilities:
  • Work together with DDI/EDU staff, regional education staff, implementing partners, and other stakeholders to develop, compile and promote knowledge products related to higher education programs, including: the identification of promising practices within higher education; the identification of opportunities and challenges for improving the quality of USAID-funded higher education programming at the design, implementation, and evaluation stages; and inform the design, implementation and management of future USAID higher education programming.
  • Contribute to thought leadership and evidence generation and dissemination.
Qualifications:

  • Advanced skills in MS Word, Excel, Google Apps and other products and applications.
  • Demonstrated skills and experience in higher education program development, implementation, and/or monitoring and evaluation.
  • Ability to work independently, resourcefully and to take initiative, with flexibility to changing priorities and an eagerness to learn under pressure, as well as an ability to prioritize tasks.
  • Demonstrated robust organizational, analytical, and troubleshooting skills, as well as being detail oriented.
  • Demonstrated commitment to producing outstanding work as a member of a growing, fast-moving, and hard-working team.
  • Experience working in the area of higher education, predominantly in low and middle income countries.
  • Exceptional writing and editing skills.
  • Bachelor’s degree in a related field (international education, education policy, conflict studies, higher education, organizational development etc.) and six (6) years of professional experience, or a master’s degree and five (5) years of professional experience. PhD is highly desirable. Grounding in education theories is desirable.
  • Excellent interpersonal and communication skills, able to successfully and effectively liaise with people within and across departments in a diverse and inclusive environment, confident communicator with proven negotiation skills;
