DEFINITION
Inspects, maintains and repairs various stationary and mobile emergency electricity generating, water pumping, and other equipment directly or indirectly related to storm water pump stations.

CLASSIFICATION STANDARDS
Positions allocable to this class are distinguished by their responsibility for inspecting, testing, maintaining, and repairing diverse equipment including the engine and control systems of different makes and models of emergency stationary and mobile generators, and building fire water pumps in an assigned geographical area of the County. Incumbents report to a Flood Control Construction Supervisor or to a supervisor of equal or higher rank but work independently in the field without direct technical supervision and exercise independent judgment in diagnosing equipment malfunctions and in initiating repairs without higher-level approval. Incumbents must have a thorough knowledge of the principles of operation, maintenance requirements, and most effective methods of maintaining, repairing and overhauling diesel, propane, gasoline or natural gas powered engines, and a working knowledge of electrical circuitry, electrical and electronic timing and control devices, and use of various electronic testing instruments. Position in this classification may be required to perform functions where passing periodic specialized medical examinations is required by law such as for respirator use, working in confined spaces or asbestos operations.

Essential Job Functions

Performs maintenance and repair of pump plant equipment, parts and components, or other related equipment.

Makes periodic inspections of and performs routine servicing, repair and major maintenance on emergency standby generators, and building fire water pumps.

Performs routine test runs of equipment and makes adjustments to operational and safety controls.

Manually checks and evaluates automatic pump equipment or other related equipment to prevent failures or operates pump equipment or other related equipment to ensure optimization of station outflow.

Troubleshoots and diagnoses equipment malfunction; determines nature and extent of repairs.

Determines when equipment must be taken off line and the need for a back-up unit.

Repairs, overhauls, and installs replacement diesel, propane, gasoline and natural gas internal combustion or turbine engine and drive shaft components of generator, pump and siren installations, including accessories such as cooling, oil and fuel systems, and block heaters.

Testing and troubleshoots, on a limited scale, malfunctions in low voltage electric control system and test circuits; using instruments such as relay testers, ammeters, voltmeter and ohmmeters, and other directly or indirectly related low voltage electrical equipment.

Keeps logs on equipment tests, service, maintenance, repairs, and operating time.

Works in confined spaces or in environment with hazardous materials, as required.

Uses protective clothing, respirators or other safety devices whenever necessary.

Drives a County shop truck in performance of duties; maintains tools and equipment.

Supervises helpers as assigned or coordinate repair or installation work with various craft personnel, as required.

Requirements
MINIMUM REQUIREMENTS

Completion of an apprentice training program for automotive mechanics, or five years of experience in automotive equipment repair, one year of which must have been at the journey level - AND - One year of experience in the maintenance, diagnosing malfunctions, and repair of electric or electronic controlled engine driven equipment. Experience must have included the repair of both engine and control systems and must have included repair of diesel engines.

LICENSE(S)
A valid California Class C Driver License is required in order to carry out job-related essential functions. All applicants must possess a valid California Class C Driver License at the time of appointment.

Out-of-state applicants must have a valid license from the state in which they reside at the time of filing. Out-of-state applicants will be required to obtain a California Class C Driver License prior to appointment.

License Information: Successful applicants for this position will be required to obtain a copy of his/her driving record from the California State Department of Motor Vehicles before being appointed. A copy of your driving record must be presented at the time of your appointment. License must not be suspended, restricted or revoked. PHYSICAL CLASS
Physical Class IV- Arduous: Involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working on irregular surfaces; and occasionally requires extraordinary physical activity.

SPECIAL REQUIREMENT INFORMATION
  • Applicants must submit a photocopy of the certificate of completion of a automotive mechanics apprenticeship training program WITH your online application at the time of filing or within fifteen (15) calendar days from the date of application filing. Failure to provide the required documentation will result in application rejection.

Journey-level experience is defined as possessing the required knowledge, skills, and training to perform a full-range and diversity of work independently and reliably. Positions at this level operate with fairly significant freedom from day-to-day supervision and need little or no guidance on such matters as selecting appropriate problem solving methods and techniques, locating appropriate regulation, or applying proper procedures to carry out work.

SUPPLEMENTAL QUESTIONNAIRE
As part of this application process, applicants will be required to complete a supplemental questionnaire. The questionnaire contains a pre-investigative questionnaire which will be utilized as part of the background investigation process to ensure applicants meet the standards set forth by the Los Angeles County Sheriff's Department. Applicants who fail the pre-investigative questionnaire will be disqualified and will have to wait twelve (12) months from the date of the disqualification in order to reapply.

EXAMINATION CONTENT
This examination will consist of an interview covering training, experience and general ability to perform the duties of the position weighted 100%.

CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE REGISTER.

ELIGIBILITY INFORMATION
The names of candidates receiving a passing grade in the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months from the date of promulgation. Applications will be processed on an “as received” basis and promulgated to the eligible register accordingly.

SPECIAL INFORMATION

Benefit Information: Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a “new member” of the County’s defined benefit plan (LACERA) on or after January 1, 2013 (first employed by the County on or after December 1, 2012) – unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. It should be noted that County employees do not pay into Social Security, but do pay the Medical Hospital Insurance Tax portion of Social Security at a rate of 1.45%.
