This position is in the USAID Annex (UA) | 500 D Street SW, Washington DC 20024, in the Bureau for Global Health, Office of HIV and AIDS, at the U.S. Agency for International Development (USAID).

Duties
  • Manages grants, cooperative agreements, and contracts designed to implement, monitor and evaluate HIV prevention, care and treatment programs as technical advisor and/or as a Contracting/ Agreement Officer?s Representative (COR/AOR) as needed.
  • Provides direct technical support to USAID Missions and Regional Bureaus to ensure that HIV treatment programs are effective, efficient and sustainable. Builds effective working relationships with USG, local governments and civil society stakeholders
  • Develops and/or reviews GH Bureau, Regional Bureaus, and overseas Mission HIV policies, strategies, and programs, and provides technical assistance to improve the management of USAID-supported HIV care and treatment programs
  • Advises USAID missions on new technical developments in HIV clinical service delivery, with a focus on community-lead case finding, retention support, and provision of integrated patient-centered services, and ensuring viral suppression.
  • Synthesizes and disseminates up-to-date key research findings, cutting edge methodologies, and best practices for HIV/AIDS through briefers and recommendations for OHA and Agency leadership for strategies and investments.
  • Serves as an Agency expert, providing intellectual leadership spanning the HIV clinical cascade, from case finding through retention on treatment and ensuring viral suppression, with particular focus on community-based programming.

Qualifications
Basic Requirement:
GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) working in and/or supporting a facility providing services to patients living with HIV and/or HIV/TB co-infection in a low-to-middle-income country; b) serving as a lead Agency technical expert and resource for implementation of antiretroviral therapy (ART) services to maximize patient retention and virologic suppression; c) providing leadership, management and oversight of USAID and PEPFAR programmatic priorities such as: cervical cancer screening and treatment, optimized linkage approaches from HIV testing services (HTS), mental health screening and treatment, facility-level quality improvement and patient adherence support services; d) providing expert technical assistance and/or oversight of the provision of technical assistance to USG-sponsored international development assistance programs across PEPFAR countries with the objective of achieving epidemic control of HIV; and e) identifying, documenting and disseminating best practices to improve HIV, including HIV/TB co-infection, antiretroviral treatment programs and provision of expert guidance to USG implementing agencies and USAID implementing partners in accordance with the latest scientific and program data.

In order to be considered for this position, you must have the following expertise and it must be documented in your resume:
Do you have demonstrable expertise in developing, implementing and strengthening community-based elements of HIV treatment or HIV/TB co-infection treatment programs in low-to-middle-income countries?
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
