Position Summary:The University of Alaska Southeast (UAS) Health & Safety Officer is responsible for supporting and furthering the overall campus safety culture, environmental stewardship, and community sustainability efforts. The incumbent establishes, monitors, and enforces institutional policies and procedures; formulates protective practices involving hazardous and regulated materials, equipment, and laboratory environments; provides guidance and support for various safety committees, along with other stakeholders; and, ensures that faculty, staff, students, visitors, and contractors comply with federal, state, and local safety regulations. This is a full-time position that reports to the Director of Safety, Risk & Emergency Management Services.


Duties


10 Assist departments, units, and teams in developing site-specific safety plans for operations, special events, or projects. Provide training and assistance for job hazard analyses. Process and assist with Authorized driver applications, Alternative Modes of Transportation, and other similar safety processes. Essential


10 Assist UAS Facilities/Project Management with reviewing health and safety issues associated with construction projects. Review contractor safety procedures during site visits and make recommendations to the contract or project manager as needed to ensure safe working conditions and compliance with safety and environmental regulations. Essential


10 Develop and maintain effective communication, emergency management, and business continuity across UAS. Act as liaison with OSHA/CCFR/CBJ/DEC/EPA as needed. Collaborate and assist the Arts & Sciences Lab faculty/staff members & the Facilities Services Manager/Director to develop short- and long-term goals for Safety. Assist with development and management of safety budget. Research long-range expenditures for safety projects and programs. Research and recommend alternate funding opportunities to correct health and safety deficiencies. Essential


10 Stay abreast of current and proposed occupational health and safety regulations and standards (OSHA, ANSI, NFPA, IFC, FEMA, etc.). Advise the university community of the impact of any regulatory changes on their operations and methods of compliance. Formulate recommendations and prepare reports to communicate compliance needs. Essential


15 Establish, implement, and maintain both periodic and routine surveillance, patrols, and "safety blitzes" for all Southeast campuses and extended sites. Participate as needed in Statewide audits of other UA campuses. Essential


20 Develop and implement occupational health and safety training programs and awareness campaigns to help prevent occupational injuries, illnesses, and loss of life or property. Create and update UAS EHSRM health and safety plans, policies, and procedures based on updated regulations and/or changing university needs. Essential


20 Respond, review and investigate reports of occupational injuries and illnesses. Determine root cause factors and methods for preventing future occurrences. Perform incident/accident trend analysis. Research and resolve unsafe conditions. Conduct all mandatory incident (local, state, federal) reporting in a timely manner. Essential


5 Routine travel and training will be required to outlying UAS campuses. Trespassing issuance, security surveillance, fire drills/emergency management exercises, incident management response, event assistance, and other similar duties may be assigned as needed. Essential


Knowledge, Skills, Abilities


  • To perform this job successfully, an individual must be able to perform each essential duty satisfactorily with or without reasonable accommodations.
  • Ability to use and adapt to nuanced computer programs/applications, speak in front of large and small groups, utilize file management software, communicate effectively verbally and in writing.
  • Knowledge of risk management, insurance requirements, risk communication and the standard of care for university students and facilities.
  • Demonstrate integrative leadership techniques while coordinating a wide variety of people, services, departments, programs, activities, and operations as it relates to best safety practices.
  • Ability to plan and travel based on budgetary challenges.
  • This position requires remaining in a stationary position, positioning self to stooping, ascending/descending ladders, and transporting up to 50 pounds. Position requires working in laboratory environments and outdoors in all weather conditions. Position may encounter confined spaces, work-at-height, hazardous materials and waste, noise, dust, sharps removal, and temperature extremes. Position requires ability to wear PPE such as safety glasses and goggles, respiratory protection, and protective coveralls.
  • Demonstrate the ability to increase safety in challenging remote fields of research, outdoor studies, and/or marine locations.
  • Knowledge of Federal & State OSHA/EPA regulations, university building and fire codes; chemical and biological safety regulations.
  • Ability to complete thorough investigations and deliver prompt regulatory reporting.
  • Knowledge of industrial and chemical/biological safety.
  • Ability to adapt to emergency incidents quickly.
  • Proven ability to work as a team player, appropriately exhibiting a positive attitude, a sense of humor, and the ability to tolerate and flourish in an environment characterized by multiple complex factors, competing priorities, ambiguous situations, and resource challenges.
  • Strong organizational skills, demonstrated use of data informed decision making, and experience with strategic planning.
  • Physical Demands:


Typical Experience


At least two years of progressively responsible work in the fields of health and environmental safety, preferably with at least 1 year in an educational and/or laboratory setting.


Required Education Or Training


  • A Bachelor's degree in occupational health & safety, risk management, environmental science, chemical sciences, engineering, or a related field is required.
  • Professional certification(s) in areas such as CHMM; OHST; CET; CIH; CSP, or similar training is a preferred.
  • A Master’s Degree in a relevant field of study is preferred.

This is a full-time, 12-month, exempt staff position complete with both a competitive salary andfull employee benefits package (https://alaska.edu/jobs/benefits.php) .
