About the Division of Pueblo Regional Center
The Pueblo Regional Center (PRC) provides residential, day services, and nursing support to individual residents with IDD. There are 9 HCBS Medicaid Waiver homes providing comprehensive, integrated and coordinated services to a maximum of 80 residents. These services are provided in compliance with State and Federal Standards to maintain Medicaid funding to support the health, welfare and treatment of all individuals served by PRC. PRC operates with a budget of approximately $12 million and approximately 180 FTE.
The Director provides direction, leadership and management to the Pueblo Regional Center as well as engages in community partnerships as the PRC representative. This includes the oversight and responsibility for the budget and operations of 9 HCBS Waiver homes and provided services to approximately 80 residents. This leader assures all supervised departments provide services based on established federal, state, and local rules, regulations, policies, procedures and protocols, and industry best practices. This includes the supervision of approximately 180 FTE as a first, second, third and fourth level supervisor and appointing authority. This position leads the PRC Management Team, is a member of the Division level Management Team, and reports directly to the Division Deputy Director of Operations. Duties in this position include:
Appointing Authority:
- Provides essential consultation with management on the operational activities and quality outcomes.
- Work directly with Division and PRC leadership to develop annual budgets and plan for controlled maintenance and capital construction projects.
- Directs, coaches and guides staff with program implementation, regulatory compliance, policy management, and knowledge acquisition.
- Ensure best practices, division policies, and Regional Center procedures are implemented and maintained.
- Ensures PRC is regulatorily compliant and survey ready.
- Provides support to the PRC through direct supervision to the PRC Management Team, coaches and guides staff with program implementation, regulatory compliance, and knowledge acquisition. Ensures PRC leaders and staff provide accurate direction to comply with State and Federal regulations as well as accreditation standards.
- Exercises appointing authority responsibilities, with direct and indirect supervision in the areas of staff hiring, performance planning, performance evaluation, corrective and disciplinary action.
Regional Center Representative & Liaison:
Coordinate and collaborate with other Division leaders, State Agencies, Community Centered Boards, legal representatives, advocates, parents, family members, attorneys and guardians in order to assure the role of the Pueblo Regional Center is responsive to the needs of individuals in the context of the entire service system.
Strategic Planning & Organizational Development:
Guide PRC through a culture shift from care taking to support focused. Lead staff through formal and informal direction reinforcing a collaborative learning culture aimed at increasing the effective treatment of residents. Broaden the “learning culture” environment to increase the skill and professional development of all staff. Responsible, in collaboration with residents, staff and Division leadership for the adherence to the Vision, Mission, Values, strategic planning, and quality management of the Regional Center.
- Design and implement division-wide initiatives to improve overall organizational effectiveness and performance.
- Consult, guide, and support PRC leaders and staff and facility organizational design, change, and development strategies based on performance indicators, including resident satisfaction, employee satisfaction, employee retention, and fiscal commitments.

Minimum Qualifications:
Bachelor's degree from an accredited institution in Human Services or related field
AND
Six years (6) of professional experience that includes demonstrated time leading an organization in a high level management position and working with adults with IDD
Substitutions:
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education will substitute for the required experience on a year-for-year basis.
