Health Care Data Analyst
Tumwater, WA
Full Time-Perm
Monthly Salary Range: $5,268 - $7,085
The Health Care Data Analyst will work under the direction of the Health Services Business Unit Manager and provides detailed health services statistical and financial analysis, development, and monitoring of reports, in addition to accurate and timely data and reports to executive management to make necessary division and agency decisions.
The position will also research, analyze, evaluate, and make recommendations regarding multi-dimensional and complex issues which cross departmental lines having a significant impact to external customers including, but not limited to, legislative staff, Office of Financial Management staff, the Governor’s Policy Office, the Washington State Institute for Public Policy, and organizations and institutions that have requested data and/or technical advice.
The position will identify problems, analyze operating difficulties, and provide professional technical analytical advice and consultation to executive management and operational/business on data-related issues. It will produce and present on the findings and recommendations based on ad hoc and recurring reports to support data driven decisions at all levels of the organization.
The position will participate with executive management to develop performance measures that contribute to defining departmental needs and priorities, long-range planning, and setting goals and objectives. This will include data collection, tracking, analyses, and reporting. The position will also be part of a team that leads problem solving efforts identified and prioritized by agency leadership and other process improvement efforts within the division and agency.

Duties

  • Perform other duties as assigned or requested.
  • Contribute to problem solving efforts as identified and prioritized by agency leadership. Serve as consultant in ongoing efforts to optimize DOC’s ability to assess policies and practices.
  • Produce complex reports and data analyses that sustain CQIP Performance Measures, Population health reporting, Quality metrics, Results DOC, Results Washington, and other local and statewide performance measures as identified and prioritized by agency leadership.
  • Works with the Health Services Business Unit Manager in maintaining, updating, triaging tickets request trough easy Vista System.
  • Respond to ad hoc and recurring requests from internal and external stakeholders in a responsive, accurate, and timely manner. Independently develop, prepare analyses, and recommend date and business rules that support data needs, summaries, and reports. Requests include those from Legislative staff, the Governor’s office, and other high-profile customers.
  • Works with the Health Services Business Unity manager, Health Services Informatics Manager, and Management Analyst 5’s in prioritizing requests to include management of HITT’s prioritization matrix.
  • Seek solutions to continuously improve the information produced and distributed by the Health Informatics Technology Team (HITT).

Qualifications

  • Demonstrates intermediate degree of skill with SAS (or equivalent software) and/or structured query language (SQL or equivalent), to include the use of complex joins, using multiple data sources, and developing stored procedures, tables and views.
  • Ability to explain complex or technical information using plain language, ask clarifying questions, and clearly and concisely emphasize key points.
  • Ability to work in a fast-paced environment with tight deadlines and a high degree of political sensitivity. Able to work independently and as a part of a team.
  • Intermediate proficiency in Microsoft Excel with at least three (3) years of experience to include: complex formulas, Pivot Tables, charts/graphs, linking workbooks, exporting, and importing data, analyzing data, and troubleshooting formula errors.
  • Demonstrates intermediate degree of skill with SQL Server Reporting Services (SSRS) and SQL Server Analysis Services (SSAS).
  • College/university level education from an accredited institution whose accreditation is recognized by the US Department of Education or the Council for Higher Education Accreditation may substitute year for year.
  • Intermediate proficiency in all other Microsoft Office Suite platforms: Word, PowerPoint.
  • 4 years of experience in managing complex datasets and responding to research and/or policy-related inquires.
    • College/university level education from an accredited institution whose accreditation is recognized by the US Department of Education or the Council for Higher Education Accreditation may substitute year for year.
