Job Description

JOB SUMMARY:
The Budget, Debt, & Grants Analyst performs financial and policy analysis for the Budget Team to effectively and efficiently support the City through the budget process.
TYPICAL DUTIES:
Provides administrative support for the budget process: enters budget data into a database; compiles budget requests; supports the City departmental budget preparation forms; designs and prepares documents and reports for budget and audit activities; and updates budget software and database. Maintains the operating and capital budget modules by monitoring weekly, monthly, quarterly, and yearly budget reports. Responds to budget inquiries from City departments or the public.
Assists in development and maintenance of the revenue (sales tax, property tax, fees, etc.) and expenditure projection models. Assists in compiling revenue estimates for all governmental fund types. Researches and identifies economic influences on the City’s revenues and expenditures; performs advanced statistical analysis and comprehensive review of forecast model variables through the use of regression analysis and statistical processes.
Assists staff in the administration of grants. Coordinates receipt of awards and grant documentation; maintains proposal and funding records; and prepares scheduled and special reports, studies, and analyses.
Support Procurement Manager in all procurement processes, (i.e., RFPs, bids, and purchases). Tracks and reports on purchasing processes and contracts. Maintains document retention database.
Performs policy analysis, including legislative and legal research, and is able to synthesize and communicate findings succinctly in both written and oral formats.
Oversees general office, clerical, and accounting duties such as procurement, scheduling, and assuring payables are paid in a timely manner.
