    GENERAL DEFINITION AND CONDITIONS OF WORK

    Performs difficult skilled technical work managing the City’s geographic information system GIS; does related work as required. Work is performed under general direction of the Geographic Information System Coordinator.

    This is sedentary work requiring the exertion of up to 20 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for color perception, preparing and analyzing written or computer data, use of measuring devices, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

    ESSENTIAL FUNCTIONS/TYPICAL TASKS

    Performs GIS technical work assisting users; enters and updates data; maintains files and records. Designs and edits geographical information using mapping software and maintains data integrity and accuracy. Responds to request for assistance, data or maps from City departments, outside agencies and the general public. Creates maps and related tabular information using GIS for multiple city departments. Work with other city GIS users to define data needs, project requirements and desired outputs. Use GIS to gather, analyze, convert and integrate spatial data from City staff as needed. Create, update, maintain and validate GIS datasets for city departments. Preforms GIS analysis and adhoc queries of GIS data to answer inquiries from city departments. Maintains software and troubleshoots problems and errors.
    Compiles and integrates external geospatial datasets for use in City’s GIS systems. Updates GIS metadata as required. Helps to train new users using GIS software.
    Installs GIS software products on user machines as needed. Performs related tasks as required.

    KNOWLEDGE, SKILLS AND ABILITIES

    Thorough knowledge of automated mapping and information processing methods and techniques; general knowledge of the capabilities of automated mapping and geographic information processing systems; general knowledge of cartographic principles, GIS database design, and structure; general knowledge of GIS hardware and software components, data communication, and network methods and techniques; general knowledge of land surveying techniques. Ability to deal tactfully and courteously with the public; ability to prepare written and oral presentations; ability to establish and maintain effective working relationships with associates and the public.

    EDUCATION AND EXPERIENCE:
    Graduation from an accredited university or college with bachelors degree in GIS, Geography, Statistics, Computer Science or related discipline and one year related GIS job experience, or equivalent combination of education and experience. Experience and skill set utilizing ESRI ArcGIS software.

    SPECIAL REQUIREMENTS

    Possession of a valid driver’s license in the State of North Carolina.
