Job Title: School Counselor FLSA Status: Exempt
Department: Administration Status: Full-Time

Reports To: Head of School Prepared Date: 02/14/2022

DEFINITION
The Role of the School Counselor:
Today's school counselors are vital members of the education team. They help all students in the areas of academic

achievement, personal/social development and career development, ensuring today's students become the productive,
well-adjusted adults of tomorrow

Professional school counselors have a minimum of a master’s degree in school counseling, meet the state
certification/licensure standards, and abide by the laws of the states in which they are employed. They uphold the ethical
and professional standards of ASCA and other applicable professional counseling associations, and promote the
development of the school counseling program based on the following areas of the ASCA National Model: Foundation,
delivery, management and accountability.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Implement the school counseling and guidance program curriculum: conduct counseling and guidance
learning activities in the classroom for each grade during the year in collaboration with the teaching staff.

2. Guide and counsel students through the development of academic, career (life skills), and personal/social life
plans: collaborate with school personnel to assist students in making a smooth transition from elementary
school to middle school.

3. Assist in the implementation of IEPs, 504 plans, SSP and other student support documents and state
mandates.

4. Counsel small groups and individual students: provide individual group assistance to students regarding
academic, career (life skills) and personal social issues. Conduct structured, goal oriented counseling
sessions to meet the short-term identified needs of individuals and groups of students.

5. Provide prevention and intervention services: contribute to the effective delivery and implementation of
prevention and intervention services for students such as the conflict resolution and crisis Intervention.

6. Consult and collaborate with teachers, staff, and parents in understanding and meeting the needs of students:
consult with and be a resource to teachers. Take a leadership role in seeing the infusion of counseling and
guidance content into the curriculum, counselor related staff development, and parent education programs.
Assist families with school related problems and issues.

7. Refer to students and their parents to appropriate specialists, special programs, or outside agencies: consult
with and refer to community-based resources including psychologist, psychiatrists, physicians, service
agencies, and others.

8. Serve as the school Homeless (McKinney-Vento) Liaison with displaced families (see description below).
9. Participate in activities which contribute to the effective delivery of educational service: cooperate and

collaborate with other professionals in enhancing the education of students; establish and maintain effective

relationships with staff and administrators; communicate with administrators, teachers and staff, students,
parents, and the community, regarding the counseling and guidance program and its role in the educational
program.

10. Plan, evaluate, and revise the counseling and guidance program: review the counseling and guidance
program annually with other district counselors and administrators; establish a planning calendar for
counseling and guidance program activities; evaluate the site counseling and guidance program.

11. Pursue professional growth.



PREFERRED QUALIFICATIONS

1. Dual Certifications in ELEMENTARY and Middle SCHOOL COUNSELING
2. Experience working with special education students and IEP
3. Classroom teaching experience at elementary and middle school levels.
4. Previous successful counseling experience at elementary level.
5. Familiarity with Responsive Classroom™ or similar SEL curriculum.
6. Bilingual/Spanish ability desirable.



CREDENTIAL REQUIREMENTS
By Delaware Department of Education.

LANGUAGE SKILLS
Ability to communicate (verbal, written) effectively with others.

MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and
decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited
standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an

McKinney-Vento Local Liaison Responsibilities

The local liaison serves as one of the primary contacts between homeless families and school staff, district personnel,
shelter workers, and other service providers. Every LEA, whether or not it receives a McKinney-Vento subgrant, is
required to designate a local liaison. (Section 722(g)(1)(J)(ii)). The liaison coordinates services to ensure that homeless
children and youths enroll in school and have the opportunity to succeed academically. Local liaisons must ensure that:

  • Homeless children and youths are identified by school personnel through outreach and coordination activities with other
entities and agencies;

  • Homeless children and youths are enrolled in, and have full and equal opportunity to succeed in, the school or schools of
the LEA;

  • Homeless families and homeless children and youths have access to and receive educational services for which such
families, children, and youths are eligible, including services through Head Start programs (including Early Head Start
programs), early intervention services under Part C of the IDEA, and other preschool programs administered by the LEA;

  • Homeless families and homeless children and youths receive referrals to health, dental, mental health, and substance
abuse services, housing services, and other appropriate services;

  • Parents or guardians of homeless children and youths are informed of educational and related opportunities available to
their children and are provided with meaningful opportunities to participate in the education of their children;

  • Public notice of the educational rights of homeless students is disseminated in locations frequented by parents and
guardians of such children and youths, and unaccompanied youths, including schools, shelters, public libraries, and soup
kitchens, in a manner and form understandable to the parents and guardians and unaccompanied youths;

  • Enrollment disputes are mediated in accordance with the requirements of the McKinney-Vento Act;

  • Parents and guardians and unaccompanied youths are fully informed of all transportation services, including
transportation to and from the school of origin and are assisted in accessing transportation services;

  • School personnel receive professional development and other support; and

  • Unaccompanied youths are enrolled in school, have opportunities to meet the same challenging State academic
standards as the State establishes for other children and youths, are informed of their status as independent students
under section 480 of the Higher Education Act of 1965 (HEA) (20 U.S.C. 1087vv), and their right to receive verification of
this status from the local liaison.
