City of Davis

DEFINITION

To respond to fire alarms, medical emergencies and other emergency calls to protect life and property; and to participate in fire prevention, training activities, station and equipment maintenance.

DISTINGUISHING CHARACTERISTICS

Firefighter I Positions in this class normally perform most of the duties required of the II level, but are not expected to function at the same skill level and normally exercise less discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits a pattern which has been established and explained before work is started. Generally, changes in work procedures are explained in advance as they arise. Under the flexible staffing concept, positions assigned to the Firefighter I level may reasonably expect to progress to the Firefighter II level with training, experience, and satisfactory job performance.

Firefighter II This is the journey level in the class series. Positions in this class require prior firefighting experience. Appointment to the higher class requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the class, including the proven ability to drive and operate all fire vehicles, a detailed knowledge of the city streets, and a knowledge of hydraulics and on scene fire operations.

SUPERVISION RECEIVED AND EXERCISED

Firefighter I

Receives immediate supervision from a Fire Captain. As employee gains training and experience, general supervision is received.

Firefighter II

Receives general supervision from a Fire Captain.

May exercise technical supervision over less experienced personnel or volunteers.

Examples of Duties

EXAMPLES OF ESSENTIAL FUNCTIONS

Essential functions may include, but are not limited to, the following:

Perform triage, primary and secondary assessments; perform basic emergency medical treatment.

Respond to alarms with the fire company; connect and lay hose lines; enter burning areas or buildings with hose lines; assist in operating nozzles, and direct a stream of water on fires; carry and operate chemical fire extinguishers; raise, lower and climb ladders; make forcible entry into buildings when necessary.

As directed, ventilate buildings; administer first aid; assist in rescue, overhauling, salvage and clean up operations.

Study Fire Department rules and regulations, fire hazards and firefighting techniques; attend drills and staff conferences.

Clean and service firefighting equipment; inspect and test equipment carried on fire trucks.

Participate in company fire prevention inspection.

Drive and maintain fire trucks and other emergency vehicles including the grass rig and tanker; operate engine pumping equipment and apparatus.

Assist in the maintenance of clean and orderly conditions in and about fire station.

Perform special assignments as assigned such as maintenance of resuscitation equipment, public education, upkeep of department library and maintenance of nozzles, appliances and fittings.

Participate in fire investigation activities; identify, collect and preserve evidence at fire scene; may voluntarily serve as member of County Arson/Bomb Investigation Unit.

May serve in a position of higher responsibility on a temporary basis.

Give demonstrations, classes, and training to the public.

Responds to hazardous material leaks.

Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.

Perform related duties as assigned.

Typical Qualifications

MINIMUM QUALIFICATIONS

Firefighter I

Knowledge of:

Fire apparatus, equipment, tools, devices, facilities, and their proper use and maintenance requirements.

First aid and C.P.R.

Principles and practices of work safety.

Ability to:

On a continuous basis, know and understand all aspects of the job and observe safety rules. Intermittently analyze problem equipment; identify safety hazards; locate equipment; interpret work orders; remember how to operate equipment.

Intermittently, sit while driving equipment; stand, walk, bend, twist, kneel, squat and climb ladders or up on equipment; perform simple and power grasping, pushing, pulling, and fine manipulation; lift or carry weight of 100 pounds or less.

Learn and apply the principles, practices, and procedures of modern firefighting and protection of life and property.

Understand and act in accordance with departmental policies, rules, instructions and written material in the field of firefighting.

Learn firefighting techniques and procedures.

Demonstrate mechanical aptitude as required in the operation of firefighting equipment.

Learn to drive a fire truck safely and in accordance with traffic laws and ordinances.

Learn first aid principles and apply them.

Analyze situations and adopt effective courses of action.

Learn the operation and maintenance of voice radio equipment.

Think and act quickly and effectively in emergencies.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Completion of Davis Firefighter Trainee training and possession of a State Board of Fire Services Firefighter I Certificate.

Training:

Equivalent to completion of the twelfth grade. Must complete the Davis Fire Department indoctrination training within two months from date of hire (if hired as a Lateral).

License or Certificate

Possession of, or ability to obtain, an appropriate California driver's license.

Possession of a valid EMT I or EMT FS Certificate.

Possession of a Firefighter I Certificate

Ability to obtain a valid Defibrillation Certificate for Firefighter I.

Firefighter II

In addition to the qualifications for Firefighter I:

Knowledge of:

Street and hydrant locations of the city of Davis.

Principles and practices of hydraulics as applied to fire suppression.

Purposes and uses of a variety of vehicles, equipment and apparatus used in firefighting, rescue, and medical assistance operations.

On scene fire operations.

Ability to:

Drive and operate fire vehicles including the engine, grass rig, and tanker.

Experience and Training

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Three years of firefighting experience performing duties similar to a Firefighter I with the city of Davis. One year of experience shall have been with the city of Davis, and completion of the necessary training and evaluation as required by the Firefighter II standards contained in the Davis Fire Department Policy and Procedure Manual, Chapter II, Article I, Subject 6.

Training:

Equivalent to completion of the twelfth grade.

Supplemental Information

License or Certificate

Possession of, or ability to obtain, a Class B California drivers license.

Possession of a valid Defibrillation Certificate.

Oral board interviews will be conducted October 2, 2023 - October 5, 2023 in Davis, CA. Candidates will be notified of the exact location closer to the date.

INTERVIEW WITH FIRE CHIEF
Interviews with the Fire Chief will be conducted the week of October 16, 2023 in Davis, CA. Candidates will be notified of the exact location closer to the date.

SALARY INFORMATION:
If hired, there will be a six (6) week training period during which you will be paid as a Firefighter Trainee at the rate of $26.70 per hour. Upon successful completion of the training period, you will be promoted to Firefighter I, Step 1, at $29.37 per hour.

PROBATIONARY PERIOD
The probationary period will be eighteen (18) months. This period includes the six (6) week training period.

BENEFIT SUMMARY SHEET

Firefighter Group

Vacation: New employees accrue 10 days of vacation per year.

Sick Leave: Eligible for use after one month of employment. Sick leave accrues at 12 days/year.

Holidays: Employees accrue 134.4 hours per year in-lieu holiday (12 holidays @ 11.2 hours per day.)

Uniform Allowance: Uniform replacement allowance $1,000/year.

Retirement: Eligible date of hire. The city contracts with the Public Employees Retirement System (PERS): 3% @ 50 retirement formula for Classic PERS members and 2.7% @ 57 retirement formula for new enrollees to PERS.

Survivor Benefit: The city contracts with the Public Employees Retirement System for the 1959 Survivor Benefit Level Four (4).

Medicare: Date of hire, all employees contribute 1.45% of gross salary to Medicare per federal regulations.
