Annual Salary:


Level I D33A $70,000.00 + Full State Employee Benefits


Level II D33B $80,000.00 + Full State Employee Benefits


Level III D33C $90,000.00 + Full State Employee Benefits

Basic Purpose:


Under administrative direction of Finance management; plans, organizes, coordinates, directs, and supervises all phases of the agency’s fiscal operations within the Finance Division of the Department of Human Services. Positions assigned to the classification are located in the Finance Division of the Oklahoma Department of Human Services.


Job Responsibilities:


  • Preference may be given to applicants who possess PeopleSoft experience.
  • Developing and managing personnel and operating budget - manages assigned division budget, coordinates with divisions on personnel and operating budget activities, develop and prepares annual budget work program.
  • Ability to work on a diverse team and directly with people from diverse backgrounds specifically racial, ethnic, socioeconomic, and disabilities.
  • Reviewing budget funding requests for merit and authenticity - reviews budget funding requests, validates grants awarded and funding sources and approves budget.
  • Preparing budget analysis reports and budget estimates - reviews budget to actual expenditure report and variance analysis.
  • Reviewing and approving expenditures and obligations - reviews and approve purchase requisitions and eligible expenditures.
  • Establishing proper budget controls and business processes to be in compliance - establish and implement budget control in accordance to budget policies and state statutes as well as Federal regulations.


Minimum Qualifications:


Level I:


Completion of the curriculum requirements for a bachelor's degree in business or public administration, or a closely related field; and five (5) years of experience in professional accounting, or closely related work; including two (2) years of experience in an administrative or supervisory capacity;


OR


Any equivalent combination of education and experience.


Level II:


Completion of the curriculum requirements for a bachelor's degree in business or public administration, or a closely related field; and six (6) years of experience in professional accounting, including three (3) years in a supervisory capacity;


OR


An equivalent combination of education and experience.


Level III:


Completion of the curriculum requirements for a bachelor's degree in accounting, finance, or a closely related field, and six (6) years of experience in professional accounting, including four (4) years in a supervisory capacity;


OR


An equivalent combination of education and experience.
