General Summary


The Executive Director provides daily oversight of the development of business, financial, clinical and marketing plans in order to provide stability as well as growth to the Cardiac, Orthopedic and Spine clinical service lines as dictated by strategic goals, while meeting patient satisfaction goals and provider expectations. The role leads the development of care delivery models within the clinical service lines that support the strategic plan of the organization. Possesses overall leadership responsibility for all aspects of the service lines and is accountable for the operational and financial performance as well as maintaining or enhancing the competitive market position of the clinical service lines. This role functions within a collaborative model with other disciplines, in particular, in a dyad relationship with the UM SJMC Cardiac, Orthopedic and Spine Medical Directors. Also represents UM SJMC proactively and collaboratively in system related clinical service line committees/forums.


Principal Responsibilities And Tasks


The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.


  • Leads achieving identified research goals identified by the respective clinical service lines Medical Directors.
  • Leads key initiatives, in concert with the Medical Directors, to integrate the all clinical service lines for efficient, high-quality care delivery in the appropriate care setting.
  • Monitors effectiveness of promotional and public relations efforts to pinpoint effective strategies and growth targets demonstrated by quality outcomes, market share growth, patient satisfaction, and financial performance.
  • Sets performance standards in the area of staff productivity, inclusive of incentive model tracking, reporting and execution; finance, billing, service quality, patient satisfaction and assures accomplishment in all areas.
  • Promotes delivery of outreach programs and services by coordinating initiatives to enhance our advocacy role in the community. Supports participation in community needs assessments, educational programs, health screenings and promotion of overall health and wellness resulting in a clear/positive public image of services for physicians and community.
  • Leads designated clinical service line development initiatives, strategic priorities, programmatic development, and special projects. Supports physician recruitment, and practice acquisition, when applicable.
  • Accountable for leading targeted growth initiatives for the assigned areas directly, and when appropriate, indirectly for clinical service line development.
  • Demonstrates innovation in the development and implementation of cost reduction strategies for the service line. Monitors productivity to ensure a balance of fiscal responsibility to provision of services to patients and physicians.
  • Works with appropriate leadership in completion of needed annual budgets, capital requests, volume projections and revenue forecasting as it relates to the planning and functioning of responsible clinical service lines as well as for TSM and the Outpatient Rehabilitation Institute.
  • Collaborates closely in communication, coordination, and program implementation, with Patient Care Services, Patient Financial Services, Finance, Clinical Effectiveness, ITG, Facilities Management, etc., and other applicable departments/services.
  • Drives further regional integration as well as system integration when appropriate.
  • Maintains awareness of the current and potential competitive forces in the marketplace and ensures that the clinical service lines/organization is well positioned to execute the strategic vision as outlined in the organization’s strategic plan.
  • Provides direct supervision of the Director of Towson Sports Medicine and the UM SJMC Outpatient Rehabilitation Institute. Leadership oversight includes daily operations, including work assignments, training, and performance evaluations in accordance with Human Resource guidelines and policies. Administrative responsibility for hiring, supervision, performance management and development of staff.
  • Serves as a liaison for the clinical service lines between multiple internal and external stakeholders.
  • Ensures regular performance monitoring and reporting per Clinical Service Line Performance Scorecards to the Visioning Leadership Councils and the Clinical Service Line Councils.


Qualifications


Education and Experience


  • Direct experience in business planning and financial proformas required.
  • Prior experience in clinical service line development strongly preferred.
  • Bachelor’s Degree in Business Administration, Nursing or a related discipline is required; Master’s Degree required.
  • Eight (8)+ years' experience in healthcare, healthcare administration, business operations, or related field, with five (5) years of progressive management experience in a large physician practice setting or hospital operations.


Knowledge, Skills And Abilities


  • Expertise in navigating complex matrixed reporting relationships locally, as well as, an effective collaborator at the UMMS System level.
  • Experience with payer relations, clinical service line operations, marketing, clinical program development and alternate payment models.
  • Candidate must have relevant experience and demonstrated success in business development and service line administration.
  • Experience in an Integrated Healthcare Delivery System.
  • Strong and effective oral and written communication skills.
  • Experience managing physician relationships.
  • In-depth knowledge of the healthcare industry.
  • Ability to demonstrate knowledge and skills necessary to provide care appropriate to the patient population(s) served. Ability to demonstrate knowledge of the principles of growth and development over the life span and ability to assess data reflective of the patient’s requirements relative to his or her population-specific and age specific needs.
  • Excellent critical thinking and prioritization skills.
  • Demonstrated ability to effectively manage teams, and display strong financial acumen.
  • Experience managing multiple, large-scale, complex projects.
  • Strong skills developing and implementing operating plans and analyzing both financial and quality data.


Patient Safety


Ensures patient safety in the performance of job functions and through participation in hospital, department or unit patient safety initiatives.


  • Reports adverse events and near misses to appropriate management authority.
  • Takes action to correct observed risks to patient safety.
  • Identifies possible risks in processes, procedures, devices and communicates the same to those in charge.
