The Prince George's County Government Department of of the Environment is seeking qualified applicants to fill an Equipment Operator II position, grade A15, within its Resource Recovery Division.
About the Position:
This is skilled craft work whereby incumbents of this class are responsible for the safe and efficient operation of moderately complex equipment. Incumbents perform manual tasks in connection with landfill operations. The work requires considerable skill in manipulating moderately complex equipment with constant attention to safety of operation. Assignments are outlined in detail by supervisor and standard procedures are followed. The work is inspected periodically for safe and efficient operation. There may be occasions when incumbents in this class will lead lower level equipment operators and laborers.
This work involves exposure to hazards, risks, or discomforts typical of working with or around machinery with exposed moving parts, irritant chemicals, fumes, or airborne particles. Work is performed outdoors in varying weather conditions with exposure to the elements requiring intermittent standing, walking, stooping, climbing. Incumbents must be physically able to repetitively lift and carry at least 50 lbs. on a regular basis. Incumbents must wear and maintain a uniform and/or safety equipment such as hard hats, steel toed shoes, safety glasses and gloves. Specific requirements will be determined and communicated by the incumbent’s supervisor based on position assigned.

Examples of Work

What You'll Do:

  • Assists in the collection and storage of hazardous waste materials also cleaning of the recycle drop offs.
  • Of operation.
  • Operates snowplow and salt box spreader on 4 X 4 pickup trucks clearing roads, also snow blowers and shoveling of sidewalks.
  • Reports malfunctions in vehicle operation by completion of a chauffer's report and submits it to the Repair Shop in a timely fashion to avoid disruptions in services.
  • Responds to environmental/highway emergency situations to control snow, storm water, hazardous debris, oil spills, etc. on roads, grounds and related areas.
  • Cleans landscaped areas and related items (e.g. storm drains, fields, litter, etc.) for the purpose of preventing flooding and removing hazards.
  • Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee’s class of work.
  • Participates in work-site safety set-up, e.g. setting barricades and cones, prepping for excavation, assisting with utility locates and prepping for confined space entry.
  • Performs duties of a general laborer in maintenance and construction when not operating equipment.
  • Excavates property (e.g. earth, asphalt, concrete, debris, etc.) for the purpose of installing, repairing, improving and maintaining landscaped areas and fields in a safe and clean condition.
  • Reads and understands maps and streets signs.
  • Participates in snow removal and leafing operations on a seasonal basis and unskilled and semi-skilled manual labor work as an integral member of a crew; this includes use of chain saws, plate tampers, concrete-finishing tools, etc.
  • Maintains tools, equipment, and vehicles for the purpose of ensuring availability of equipment.
  • Maintains records and prepares reports through the completion of daily work logs and work order forms.
  • May be required to assist in blueprint reading to facilitate work projects.
  • Ensures compliance with safety standards at all times.
  • Checks vehicle on a daily basis to include interior/exterior cleaning duties, tires and air pressure, engine fluid/hydraulic fluid levels and adjusts levels to meet prescribed standards.
  • Use traffic control techniques to control high/low speed vehicular traffic movement.
  • Incumbent of this position operates light to heavy duty construction equipment utilized in landfill applications with considerable skill and constant attention to safety

Qualifications

What You'll Need:

  • An equivalent combination of education, training, and experience will be considered.
  • Candidate must successfully complete equipment/vehicle performance testing for equipment/vehicles associated with this class of work.
  • One year as an Equipment Operator I or completion of a standard grade school course and two (2) years of experience operating light to heavy power equipment.
  • A valid Class A, Class B, or equivalent commercial driver's license (CDL) with mandatory endorsements is required upon appointment in order to perform job-related duties and responsibilities.

CONDITIONS OF EMPLOYMENT:

  • Incumbents must be able to wear and use Agency protective apparel and equipment in the performance of their assigned duties.
  • Possession and maintenance at all times of a valid Class A, Class B, or equivalent commercial driver's license (CDL) with mandatory endorsements and a Department of Transportation (DOT) medical exam.
  • Incumbents must be willing to respond to emergency service calls on a 24-hour basis.
  • Must successfully complete equipment/vehicle performance testing for equipment vehicles associated with this class.
  • Incumbents are considered to be ESSENTIAL employees and are required to work during emergency situations, including inclement weather, natural and man-made disasters, etc., and conform/perform according to essential employee policy/procedure.
  • Must meet all training and performance standards and demonstrate proficiency as required by the agency.
CERTIFICATION/LICENSE:
A valid Class A, Class B, or equivalent commercial driver's license (CDL) with mandatory endorsements is required upon appointment in order to perform job-related duties and responsibilities and a Department of Transportation (DOT) medical exam.

DURATION OF ELIGIBILITY: Applicants will be selected from a temporary register of eligible candidates, which will become effective approximately four (4) weeks after the closing date. Once a selection has been made, the register will expire.
ELIGIBILITY TO WORK:
  • Skill in recognizing/performing preventive maintenance and upkeep of assigned vehicles with special emphasis on coolants, oils, lubricants, hydraulic systems, lighting equipment and cab conditions.

  • Ability to understand and carry out written and oral instructions.

  • Thorough knowledge of County geography such as roads, street locations and applicable traffic laws and regulations.
  • Ability to operate various types of light to heavy power equipment.
  • Thorough knowledge in the functions, operating methods and care required for a variety of light to medium equipment.
  • Thorough knowledge of the work hazards and applicable safety precautions associated with the operation of vehicles and equipment.
  • Ability to maintain records and to prepare reports.
  • Ability to read and understand road maps.
  • Ability to work effectively under adverse working conditions.
  • Skill in the safe and efficient operation of light to medium equipment under all types of weather conditions and on various surfaces.
  • Ability to perform minor maintenance of trucks and equipment; check and service equipment with fuel, hydraulic fluids, oil, anti-freeze, and water, check tires, hoses, and belts.
  • Ability to train, plan, assign and lead the work of subordinate staff.
