Job Description
Job Responsibilities


Administers and coordinates state activities related to federal disaster assistance programs for individuals and households to include the FEMA Individual Assistance (IA) programs and Small Business Administration disaster loans. Develops and updates written plans and processes to ensure disaster recovery efforts are coordinated among federal, state, local, and non-governmental partners. Supervises the Voluntary Agency Liaison (VAL) and supports disaster housing and other recovery support functions as needed. Develops and teaches courses related to individual and household disaster recovery and IA damage assessment and participates in conferences, workshops, and seminars to enhance the delivery of IA programs. Supports the chief of recovery and mitigation in developing requests for federal assistance in times of disaster. Advises and develops reporting/briefing products for the State Coordinating Officer and Governor’s Authorized Representative in a presidentially declared emergency/disaster. Leads the South Carolina IA team consisting of the VAL, IA Joint Preliminary Damage Assessment team members, and IA surge staff. Serves in the State Emergency Operations Center or in an affected area during actual emergencies and during exercises and drills.


Minimum And Additional Requirements


A bachelor’s degree and work experience in emergency planning, operational planning, volunteer management, or other related experience.


Preferred Qualifications


Must have and maintain a class D South Carolina Motor Vehicle Driver’s license. IAEM CEM or SC CEM preferred or will pursue within three years of hire.


Additional Comments


Must possess the ability to comprehend, interpret, and apply regulations, procedures, and related emergency management program information. Knowledge of emergency management programs with emphasis on recovery policy and IA programs preferred. Must possess the ability to establish and maintain effective professional relationships with state, county, municipal, and federal government agency personnel, and must communicate effectively orally and in writing and be computer literate. Overnight travel may be required when assisting county, municipal, and other local governments during the disaster damage assessment process.
