Required Qualifications: Applicants must specifically address how they meet these required qualifications to meet the requirements of the position.
Successful completion of a four-year undergraduate degree in an environmental discipline or related field from an accredited university.
Knowledge of MS4 Programs, and sediment and erosion control regulations, BMPs, as well as Department of Defense guidelines relating to other environmental practices.
Capable of conducting environmental field investigations related to the MS4 Program.
Experience providing environmental education / outreach for environmental projects.
Valid State Driver’s License and US Citizenship are required for Unescorted Access to Fort Leonard Wood.

Preferred Qualifications
Experience in using Microsoft Word, Excel, and databases for the development of supporting environmental analysis.
Experience in using GIS software such as ArcGIS.
Ability to gather facts, analyze and compare trends, draw conclusions, devise solutions to problems, and identify changes and trends related to comprehensive planning issues.
Ability to communicate effectively in formal briefings and in general public meetings, and to prepare clear and concise written materials appropriate for different audiences.
Candidate must be able to pass a background check to gain access to Army installations, IT systems, and for the issuance of a government issued Common Access Card.
Ability to drive a four-wheel drive vehicle.

The position will support the Municipal Separate Storm Sewer System (MS4) Program at Fort Leonard Wood, Missouri. We are seeking a qualified team member who can conduct field investigations and provide environmental analysis in support of meeting environmental objectives of the Clean Water Act. Program support under this scope includes making recommendations for best management practices (BMPs), conducting site assessments, data collection and analysis, public outreach, and environmental reporting for the MS4 permit.
This position is located at Ft Leonard Wood, MO. The Fort is located in the beautiful South-Central Missouri Ozarks which has a wide range of outdoor recreational opportunities. The Fort covers more than 61,000 acres and is located in Pulaski County, Missouri. Bordering the installation to the North are the towns of Waynesville/St. Robert and Interstate 44. St. Louis is a 2-hour drive to the East along I-44 and Springfield is a little more than an hour’s drive to the west of Fort Leonard Wood. The job will involve a wide range of natural resource and environmental compliance projects that support military training and development.

Job Duties
Technical Assistance for MS4 Program/Municipal Stormwater Activities
  • Provide public outreach and involvement for the MS4 Program.

  • Perform technical assistance for the Illicit Discharge Detection and Elimination (IDDE). This includes analysis of stormwater data for prioritizing areas for inspection, determining data gaps, delineating watersheds and targeting potential pollutant sources for field screening.

  • Perform outfall field investigations, technical condition reporting, technical recommendations, and reporting for corrective actions that will reduce pollution.

  • Development and implementation of a Stormwater Management Plan (SWMP) and Municipal Stormwater Annual Report.

  • Provide technical recommendations for improvements to MS4 Program including stormwater control processes, procedures, the SWMP, records management and SOPs.

  • Evaluate the effectiveness of the MS4 permit Minimum Control Measures (MCM). Review and synthesize the data, identify any trends or potential areas of concern (i.e. unusually high concentrations, anomalies, etc.), and provide a synopsis of the results to the Storm Water Program Manager.

  • Provide technical analysis for protection of water resources related to new projects or activities (e.g., new regulations, new training missions, new projects, new construction, and new military equipment issues).

  • Provide annual training and technical assistance to various audiences per the MS4 permit requirements.
