Job Description

This position will serve as a member of the Division One Environmental Unit (DEU) under the direction of the Division Environmental Program Supervisor and has the responsibility for ensuring that appropriate compliance with federal and state environmental laws and regulations is followed in transportation studies, avoidance and minimalization guidelines are adhered to, mitigation is provided for unavoidable impacts, and the necessary environmental permits are applied for, received and complied with during construction of the project. In addition, the DEU serves as the Division’s point of contact with state and federal agencies for all Division projects on topics related to jurisdictional determination, NEPA/SEPA requirements, permitting and environmental compliance. This position is responsible for conducting field inspections, scheduling meetings with appropriate personnel, and coordinating and overseeing private consulting firms.

Knowledge, Skills and Abilities / Competencies

Applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Experience conducting natural resource field evaluations including stream and wetland delineations and threated and endangered species surveys
  • Knowledge of natural resource conservation principles and state and federal environmental regulations that affect construction work including NC Environmental Policy Act, National Environmental Policy Act, and Section 404 of the Clean Water Act.
  • Experience being a liaison and interacting with external organizations, groups or agencies
  • Demonstrated ability to evaluate and direct environmental compliance needs and issues on construction projects using sound and consistent judgment
  • Demonstrated ability to schedule and complete the review of technical projects, preparation of permit applications, and environmental documentation as required by state and federal laws

Minimum Education and Experience Requirements

Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and two years of experience related to the area of assignment; or an equivalent combination of education and experience.
