Main Purpose of Job
The Environmental Compliance Specialist I is a technical position in the Lead Poisoning Prevention Program, Land and Materials Administration of the Maryland Department of the Environment. The incumbent in this position will provide technical expertise for the Lead Accreditation and Oversight Division in the field conducting inspections for environmental regulatory compliance. The Environmental Compliance Specialist I will inspect regulated facilities, mainly residential rental properties and lead abatement construction projects throughout the State to ensure compliance with current Maryland State laws, federal regulations, and local orders. Work may include compliance with environmental regulations, hazardous waste regulations, airborne particulate regulations, water pollution control regulations, regulations for the control of ionizing radiation, the U.S. EPA’s Renovation Repair and Painting Rule, Toxic Substances Control Act and Safe Water Drinking Act regulations. The incumbent will also provide technical, evaluative, consultative and professional assistance concerning lead hazards and associated multi-media regulations to State, local and private agencies as well as the public at large.
The working conditions of this position involve exposure to uncomfortable or unpleasant surroundings. Field inspections are conducted at homes/residential properties throughout the state or assigned area in all weather conditions, predominately in urban settings in properties in various stages of repair. Work involves exposure to hazardous conditions which may result in injury. Nitric acid is added as a preservative when collecting water samples, if necessary. Potential exposure to low levels or radiation may occur since instrumentals used to test for lead-in paint are equipped with radioactive sources.
The incumbent in this position may be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.
MINIMUM QUALIFICATIONS
Experience: Four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance.
Notes:
1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:
- A Bachelor's degree in Environmental Science, Biology, Geology, Chemistry or Physics disciplines;
- Experience utilizing MS Excel spreadsheets, MS Access databases, or other statistical software to manage and evaluate data, create and generate reports.
- Knowledge of reviewing, interpreting, and advising the public regarding federal, state or local laws and regulations;
- Knowledge of residential buildings or architectural components;
- Ability to study, evaluate, track, and prepare technical reports regarding environmental activities and data;
- Knowledge of Maryland Lead Paint Laws;
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.
SPECIAL REQUIREMENTS
SELECTION PROCESS
The Maryland Department of the Environment has determined that this classification necessitates the investigation and background check of the eligible individual for purposes of verification of suitability for employment. When appropriate and job-related, areas of investigation may include, but are not limited to employment history, academic credentials, military records, criminal records and personal references. Continued employment in this position will be contingent upon the results of the background investigation.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date)
ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
