This position is an Enterprise Data Architect role and focused on expanding the City's use of data as a strategic enabler of the organizations goals and objectives. The Enterprise Data Architect will achieve this by strategically designing, developing, and implementing data models for enterprise-level applications and systems within the City of Durham IT governance policy. These models shall be architected at the following layers: conceptual, logical, business area, and application. To accomplish this role, this individual will act as the primary advocate of data modeling methodologies and data processing best practices to be presented to TS senior leadership. The Enterprise Data Architect will develop and design all integrations with existing and new core business systems (next generation ERP etc.) to ensure alignment bring business value
The successful candidate will make critical decision translating business data gathering and management requirements into databases, data warehouses, and data streams. Creating procedures to ensure data accuracy and accessibility. Analyzing, planning, and defining data architecture framework, including security, reference data, metadata, and master data require high levels of judgment to provide the City with the optimal business, performance, and compliance values while future proofing the investment to ensure maximum return on investment.
The Enterprise Data Architect role is responsible for supporting the data architecture as pertains to troubleshooting problems, and systems administration. The Data Architect is also responsible for ensuring all new solutions are aligned to the established data architecture framework as approved by TS senior leadership. This role also has to understand the distinct difference between strategic and tactical decision creating and implementing data management processes and procedures. Additionally, collaborating with other teams within the organization to devise and implement data strategies, build models, and assess shareholder needs and goals.
An employee in this role is eligible for teleworking. Some assignments may require on-site work requiring travel to different locations within the City of Durham.

Duties/Responsibilities

  • Conduct data capacity planning, life cycle, duration, usage requirements, feasibility studies, and other tasks within the IT governance process
  • Create short-term tactical solutions to achieve long-term data management objectives and an overall data management roadmap within the IT governance process
  • Provide data architectural consulting expertise, direction, and assistance to TS senior leadership, Principal Technology Manager, Senior Technology Managers, Technology Managers, Principal Technology Analyst, Senior Technology Analysts and Technology Analyst
  • Assess and determine data governance, stewardship, and frameworks for managing data across the organization within the IT governance process
  • Ensure the success of enterprise-level application rollouts as it pertains to data architecture
  • Managing system integrations and data workflow alignment with existing systems within the IT governance process
  • Create strategies and plans for data security, backup, disaster recovery, business continuity, and archiving within the IT governance process
  • Establish processes for governing the identification, collection, and use of corporate metadata; take steps to assure metadata accuracy and validity within the IT governance process
  • Ensure that data strategies and architectures are in regulatory compliance within the IT governance process

Minimum Qualifications & Experience

  • Must have a valid, unrestricted, North Carolina driver's license "or" if you currently have another state driver's license, must be willing and able to obtain a valid NC driver's license within 60 days of hire
  • Bachelor’s degree or equivalent in computer science or a directly related field
  • Two years of information technology supervisory/project lead/program lead experience.
  • Six years of professional experience in Information Technology and data architecture management

Additional Preferred Skills

  • Demonstrated expertise with data repository creation, and data and information system life cycle methodologies.
  • Object-oriented programming experience (e.g. using Java, J2EE, EJB, .NET, WebSphere, etc.).
  • Experience with business requirements analysis, entity relationship planning, database design, reporting structures, and so on.
  • Direct experience in implementing enterprise data management processes, procedures, and decision support
  • Strongly Preferred , 3-5 years hands-on experience with data architecting, data mining, large-scale data modeling, and business requirements gathering/analysis.
  • Experience with business requirements analysis, entity relationship planning, database design, reporting structures, and so on.
  • Experience with database platforms, including SQL
  • The Certified Data Management Professional (CDMP) certification is preferred
  • Strong understanding of relational data structures, theories, principles, metadata management, and associated processes and practices
  • Experience with data processing flowcharting techniques.
  • Hands-on knowledge of enterprise data repository tools, data modeling tools, data mapping tools, and data profiling tools.
