Job Description

This position is location in the Department of Energy and Environment (DOEE), Utility Affordability Administration, Utility Assistance Division. The mission of DOEE is to protect the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.

This position will exercise judgment in resolving problems and making decisions; provide assistance and advice to the public in completing energy assistance requests for financial assistance, utility discounts, weatherization, etc., process program applications adequately to ensure system data entry provides evidence that program customers are certified as being eligible to receive benefits, including the benefits of energy assistance, weatherization, or solar programs; ensure proper processing in program system databases; perform daily reviews of processed program applications to ensure the customer’s eligibility to receive benefits was determined using the established guidelines for the staff.

Duties and Responsibilities

Provide assistance and advice to the public in completing energy assistance requests for financial assistance, utility discounts, or weatherization, etc. Liaise with various major DC utility companies that provide electricity, gas, water, telephone service, area home heating oil vendors, and coordinates with appropriate District officials to acquire and maintain continuous service and information regarding the EA programs. Answer inquiries about DOEE programs or refers inquiries to an appropriate staff member and resolves any conflicts that may arise.

Implement new directives, instructions, and procedures. Ensure that both Federal and District program goals and objectives are being achieved and recommend changes or modifications of policies and/or procedures to improve the delivery of services. Provide technical and administrative support in the creation of new directives, instructions, and procedures as well as implement the same upon approval. Receive, files, and archives correspondence, records, and reports. Maintain office filing systems, both hard copy and digital.

Qualifications and Education

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
