Job Description
Position Purpose

The City of Arvada promotes Equal Pay for Equal Work. Starting salary will be determined by the applicant's education, experience, knowledge, skills and abilities, as well as internal equity. The range listed reflects the entire range and typical placement upon hire is entry to mid range.

Responsible for maintaining, calibrating, repairing, and modifying all equipment to ensure the uninterrupted operation of the utilities department Supervisory Control and Data Acquisition (SCADA) systems including: water treatment, water system operations, and wastewater collection process control, electrical & pumping systems. Assists and supports the efforts and needs of these divisions on a daily basis.

Job Functions / Scope of Authority

ESSENTIAL JOB FUNCTIONS

  • Carries a contact beeper or cell phone for response to after-hour emergency calls assigned by the operations manager.
  • Completes required training units as approved by the State of Colorado to maintain certification to meet City of Arvada policies.
  • Responds to emergency situations, whether in the regular workday or after hours.
  • Performs and leads change for various Plant staff or Plant Operators in the maintenance, repair, and troubleshooting of all equipment, software, SCADA, network, remote communication systems and process control systems utilized by the utilities department.
  • Informs Management and/or Supervision of systems repair needs.
  • Performs entire loop calibrations to pumps, variable speed motors, valves, controllers, chemical feed pumps, volumetric chemical feeders, and associated instrumentation.
  • Monitors material inventory and recommends supply levels.
  • Repairs, modifies, and installs all system piping and chemical feed systems.
  • Coordinates with supervision and management in the planning, orders of supplies, and scheduling repairs. May lead the completion of assigned work programs for the divisions.
  • Operates, maintains, repairs, or modifies all mechanical, pneumatic, electrical and electronic equipment for the utilities; water treatment, distribution system control and pumping facilities.
  • Researches, modifies, and writes basic logic for programmable logic controllers and associated control software/programs.
  • Completes mechanical, electrical and loop calibrations, adjustments & performs repairs on various valves/actuators including, pressure reducing/pressure sustaining/altitude valves, butterfly, gate, electrical and pneumatic valves for proper utility system and treatment plant management.
  • Develops, maintains, modifies, troubleshoots and repairs electrical circuits, network communication systems and process control data bases.
  • Communicates with supervision and/or coworkers to discuss system operations and work assignments.
  • Provides field training for Plant Operators and Utility Control Section Members on EMT/SCADA related items, including safety, equipment operation and maintenance procedures.
  • Utilizes a variety of diagnostic equipment including but not limited to; multimeter (volt/ohm meters), mega Ohm/insulation tester, 4-20 mA loop calibrators, differential pressure transmitter calibrators, lap top computer and other component testers.
  • Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.
  • Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.
  • Addresses and handles Utilities after hour concerns for Water Treatment SCADA/controls/maintenance issues and Utilities SCADA/controls/communications including; water treatment processes, pump station operations, lift station operations, SCADA/communication network, power failures, water pressure and other like problems and discusses potential issues with customers.
  • Works with programs to automatically generate computer reports for state and federally mandated water analyses and other reports as needed.
  • Utilizes appropriate personal protective equipment for self and directed co-workers in the field.
  • Performs walk-through inspections of the two water treatment plants and all pumping facilities in their entirety.
  • Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.
  • Performs SCADA node and Human Machine Interface (HMI) programming modifications, backups, historical data preservation, and hardware and software upgrades.


ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to obtain and maintain a minimum of a Colorado Water Treatment Class D or Water Distribution Class I Certification.
  • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manners
  • Ability to obtain and maintain a valid Colorado driver's license and operate a motor vehicle to operate a motor vehicle and equipment related to job duties.
  • Working knowledge of water distribution and/or water treatment principles and system equipment.
  • Knowledge of city engineering specifications.
  • Knowledge of city safety policies and procedures.
  • Working knowledge of equipment used to maintain the systems.
  • Knowledge of networking, computer hardware and software with ability to maintain record systems. Develops database applications.
  • Knowledge of flagging, signing and coning procedures, possession of flagging certification.
  • Solid skills and ability to read blueprints, electrical diagrams and maps.
  • Working knowledge of state and federal drinking water regulations.
  • Knowledge of city traffic control standards.
  • Solid skills and abilities in mechanical and electrical modification of system equipment.
  • Organizational skills to schedule work and maintain demands of the utility process.
  • Ability to cover plant operators shifts when needed.
  • Working knowledge of public works, water treatment and water system operations construction, operations and maintenance.
  • Working knowledge of computer software and programming skills.
  • Ability to exercise initiative and judgment as well as making decisions within the scope of assigned authority.

SCOPE OF AUTHORITY:
Receives general direction from the Plant Supervisor - SCADA. Generally expected to evaluate and respond to new situations that require immediate attention. Occasionally acts as lead on projects. Fieldwork is completed independently and given the latitude to oversee specific situations that require immediate attention. Reports program status to the supervisor on a regular basis.

Financial Accountability:
Makes recommendations to supervisor for budget allocations pertaining to field operations. Purchases inventory and maintenance items using city procurement card as assigned.

Working Environment / Qualifications

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.

Work is primarily performed in an indoor plant and outdoor environment with low to high noise levels. Physical effort and activities include: strenuous physical work. Frequent standing, walking, and use of hands/fingers to handle or manipulate objects. Occasional sitting, climbing, balancing, stooping, kneeling, crouching or crawling, and reaching with hands and arms. Heavy lifting, pushing or pulling of objects up to 80 pounds occasionally and/or up to 50 pounds frequently. Must be able to access underground vaults, manholes and tall structures. Must be able to talk, hear alarms, and see with visual acuity to perform tasks up close, or within arm’s length. Must be able to drive constantly and maintain a valid driver’s license. Exposure to water treatment chemicals and sludge, adverse weather conditions, vehicle traffic, automobile fumes, toxic gases, flammable materials, confined spaces, blood borne pathogens, and dust, noise and dangers of working around construction sites.


MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):
High school diploma or GED equivalency and five (5) years’ experience with utilities, public works infrastructure or construction experience or equivalent education and experience related to the position . Requires one of the following certifications by the end of probationary period: State of Colorado Water Treatment Class D Certification and State of Colorado Water Distribution Class I Certification, or ability to obtain within one year. Must possess and maintain a valid Colorado driver's license and a satisfactory driving record.

Preferred Qualifications:
Class IV Water Distribution or Class A Water Treatment preferred. Licensed Electrician with Industrial Controls experience is a plus.
