Job Description

  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.

  • MINIMUM QUALIFICATION REQUIREMENTS: EDUCATIONAL SPECIALIST II Education: Graduation from an accredited college or university with a master's degree in education with specialization in a subject field appropriate to the area(s) of assignment. Education Equivalency: Graduated from an accredited college or university with a bachelor's degree in education, school administration, or a related field PLUS two (2) additional years of relevant experience. Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate. Desired Experience: Professional experience as a school administrator and working on collaborative projects within the tri-level system and/or between organizations (e.g., City and County of Honolulu, University of Hawaii, Department of Health, Hawaii Community Foundation); executing data-driven initiatives that led to strong qualitative and quantitative outcomes; monitoring or evaluating program components to track program effectiveness; coaching adults; collecting, organizing, and using data to achieve results; and planning and managing change over multiple years. Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system. Knowledge of: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment. Desired Knowledge: Leadership development and engagement strategies; data monitoring, collection and analysis to build systems to share patterns, trends and implications to internal and external stakeholders; budgeting and evaluation; leadership development and data systems. Ability: Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas. Desired Skills/Abilities: Execution and program management skills; recruiting, hiring, supporting, and holding staff accountable for results; deal effectively with federal, state, county, and department officials to accomplish program goals and objectives; resolve complex problems using creative reasoning and logic to identify causes and resolutions in effective, innovative and timely manner; interpret and present information and ideas clearly and accurately through reports and other materials; data-literate; strong focus on goals and results; motivates, inspires, and moves other adults to action to achieve ambitious goals; train, coach, mentor staff from different cultural backgrounds and skill sets; proficient in desktop publishing applications (e.g., Google Suite, Webex/Zoom, etc.).

  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

  • Build systems/processes that support Leading and Learning initiatives and a data collection system for Leadership Institute goals. Collect data, complete, and submit all reports to the Leadership Institute Director.
  • Partner closely with the Hawaii Teacher Induction Center and the Professional Development and Educational Research Institute to ensure programs are aligned and connected. Find connections and support pipeline communication to a larger audience.
  • Performs other related duties as required or assigned.
  • Design and present differentiated professional development opportunities within the tri-level system that helps build a collaborative complex area team in order to build capacity across the state. Support complex area efforts directly connected to Leadership Institute efforts.
  • Duties and Responsibilities: Under the general supervision of the Assistant Superintendent of the Office of Strategy, Innovation & Performance, the Institutional Analyst II:
    • Build systems/processes that support Leading and Learning initiatives and a data collection system for Leadership Institute goals.

      Collect data, complete, and submit all reports to the Leadership Institute Director.

    • Design and present differentiated professional development opportunities within the tri-level system that helps build a collaborative complex area team in order to build capacity across the state. Support complex area efforts directly connected to Leadership Institute efforts.

    • Work collaboratively to develop efficient systems for office procedures to expedite internal processes. Build online tools to support processing of a variety of efforts and events.

    • Facilitate clear communication and open dialogue and discussion between and among ESSER leads, Principal in Residence leads, Educational Leadership Institute lead, and Leadership Institute Director.

  • SALARY RANGE: EOSR-7, $102,624 to $145,270. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $102,624.
