Job Description

As an Education Program Specialist, GS-1720, you will be responsible for:

• Writing reports and making recommendations regarding the renewal of on-going projects.

• Participating in the analysis and interpretating of regulations, statutes, policy and procedures, relative to the administration of state, local, or federal grant programs.

• Providing technical assistance in the administration and management of funded projects.

• Assisting applicants with requirements for submitting proposals for grants and on appropriate ways of developing program proposals to be submitted in grant applications.


Conditions of Employment

  • You may be subject to serve a one-year probationary period.
  • Males 18 and over must be registered with the Selective Service.
  • Relocation will not be paid.
  • Background Investigation is required.


Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-09, if you possess the specialize experience, education, or a combination of the two.


Specialized Experience for the GS-9

One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience interpreting regulations, directives, and other guidance to aid in the administration of programs.

2. Experience with management analysis techniques to identify, consider, and resolve issues or problems.

3. Experience in oral and written communication to convey technical information, findings or recommendations.

EDUCATION (see EDUCATION SECTION of the vacancy announcement)


OR


A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level



Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).


1. Skill in briefing managers and in communicating tentative recommendations regarding efficiency program operations.

2. Knowledge of regulations, directives, programs, and missions to understand their impact on programs.

3. Ability to anticipate issues, conceptualizes and execute strategies to support grant management and provide technical assistance to grantees.

4. Knowledge of professional education principles and techniques used in the evaluation of proposals and projects for improved education.


Education

This position has a basic requirement. Applicant’s must meet both the Basic Requirements listed below in addition to meeting the specialized experience and/or educational substitution.

Basic Requirements:

  1. Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.
  2. or
  3. Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.
  4. or
  5. Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.
  6. or
  7. At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

You may meet the minimum qualifications of this position by meeting the following education option.

(GS-9)

2 years of progressively higher level graduate education leading to a master's degree

or

A master's degree or equivalent graduate degree

or

A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.

  • Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
