The primary purpose of this position is to serve as Program Manager, Air Force Credentialing Opportunities On- Line (COOL) Program, managing and administering the independent work of a wide variety of functions of the Air Force COOL Program which enhance the Department of the Air Force goals and initiatives pertaining to force readiness, (continues in Duties) Responsibilities (cont) professional development, retention, and transition of Department of the Air Force members. This position manages credentialing opportunities, funding approval processes, and programs that develop the personal and professional capabilities of the Air Force total force. As directed by the Department of Defense (DoD) and Headquarters Air Force (HQ/AF), the Air Force COOL Program serves as the precedent authority for all military service credentialing applications. The employee is responsible for managing and evaluating the effectiveness and efficiency of assigned Air Force credentialing programs, as well as DoD and HQ/AF credentialing-related efforts, providing formal briefs to senior management officials on program objectives and accomplishments, and administering the daily operations of the Air Force COOL Program Office and Air Force COOL website. Duties:


  • Knowledge of Air Force technical education curricula, their development, and how they relate to effective mission accomplishment in each Air Force occupational specialty.
  • Monitors, evaluates, and coordinates assigned programs and briefs management officials on program status. Evaluates impacts of credentialing on the effectiveness and efficiency of workforce professional development, and recommends changes as required. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. Basic Requirement for GS-1701: A Bachelor's degree (or higher degree): that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. NOTE: You MUST submit a copy of your transcripts. OR Combination of education and experience: courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience for GS-1701-11 which includes extensive knowledge of educational theories, principles, procedures, and practices of Air Force and civilian technical education and training programs to develop, manage, and administer a comprehensive credentialing program, as well as extensive knowledge of civilian licensure and certification principles and procedures, including qualification requirements, education processes, and examination processes. This definition of specialized experience is typical of work performed at the GS-09 grade/level or equivalent in the federal service. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Ability to identify necessary training and skill requirements and develop programs that assists in meeting licensure and certification eligibility and qualification requirements.
  • Provides individual career, academic, and force development advisement to military personnel pursuing CCAF undergraduate degree, vocational, technical, licensure/certification, and professional development opportunities.
  • Comprehensive knowledge and understanding of the credentialing background, authority, and goals of the National Defense Authorization Act (NDAA), Under Secretary of Defense (PR), Secretary of the Air Force (SECAF), AF/A1, AETC/A3B, and Air University.
  • Implements Air Force credentialing policy as authorized by DoD, AF/Al, AETC/A3B, and CCAF.
  • Knowledge and skill in use of Air Force Credentialing Program management tools and resources, including: Microsoft Office; supporting databases; internet-based systems and applications; and the Air Force COOL website. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
