DSHS ESA Quality Control Specialist

The DSHS Economic Services Administration's Division of Program Integrity (DPI) is seeking two Quality Control Specialist. These employees are members of a statewide collaborative team, with office assignments based out of Seattle, WA, and Vancouver, WA . This team's modernized work environment also offers a flexible, full-time hybrid office/telework environment.

As a Division of Program Integrity (DNI) Quality Control Specialist, you will be required to conduct federally mandated independent reviews of government public assistance programs, including, but not limited to Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), State Cash, and Medical programs.

The purpose of this work is to meet Federal and State requirements while limiting the risk of increased Federal sanctions, program error rates, and improper payments. You will utilize your strong analysis and communication skills to obtain information, verify and examine the evidence, and document and report findings, with an emphasis on a systematic approach toward program integrity.

Some of what you'll do:
  • Monitor and assess program operations, utilizing all computer programs in use by the administration such as Barcode, ACES Complex, Health Plan Finder, and Microsoft Suite
  • Prepare detailed reports for use by ESA, business partners, and federal agencies in assessing the performance and effectiveness of program delivery and administration
  • Review and synthesize complex data and fact patterns, to troubleshoot improper program payments resulting in overpayment creation and potential fraud referrals.
  • Conduct eligibility fact-finding assessments using investigative techniques while face-to-face, on the telephone, and in written communication requests
  • Conduct systematic assessments of identified cases, thoroughly evaluate and analyze eligibility information
  • Determine the accuracy of benefit issuance amounts, eligibility determination practices, and program participation
  • Input and receive data on multiple automated systems and maintain the confidentiality of all sensitive information
  • Participate with local, regional, and state staff on the application of policy or findings, or in the interpretation of regulations that affect case review findings
  • Thoroughly evaluate and analyze case information including pertinent program policies, procedures, manuals, and training materials to determine the potential root cause of errors
  • Maintain current knowledge and apply rules and regulations contained in state and federal manuals, memos, policy interpretations, and program policy and procedures as it relates to the scope of review

Preferred knowledge, skills, and abilities:
  • Experience determining the eligibility of public assistance programs such as DSHS food, cash, and medical programs; SNAP, WorkFirst
  • Strong organizational and time management skills
  • Experience assessing public assistance & food programs
  • Critical thinking skills and the ability to incorporate and present information and ideas
  • Ability to thrive in an environment that is continuously changing and evolving
  • Ability to work efficiently in a modern work environment with little supervision
  • Good oral and written communication skills including the ability to multi-task and manage interruptions, and prioritize work assignments to meet timelines and/or other priorities.
  • Knowledge of State and Federal laws and regulations pertaining to public assistance programs
  • Commitment to working effectively and collaboratively with team members, using interpersonal skills needed for clear communication
  • Ability to interpret program policies and statutory and regulatory requirements

Who should apply?
  • Additional experience gained in a Community Service Office, Welfare Office, or Public Assistance Office determining eligibility for public assistance programs may be substituted year for year for a degree.
  • Two years of experience as a WorkFirst Program Specialist or WorkFirst Program Supervisor
  • Professionals with a bachelor's degree* AND one of the following where one year of experience has been gained within the state of Washington: Two years of experience as a Financial Services Specialist 3, 4, or 5
