The Massachusetts Department of Public Health (DPH) is seeking a compassionate and self-motivated professional to serve as the Domestic Violence Program Coordinator. The selected candidate will be responsible for oversight of contracts with domestic violence (DV) service providers, including residential, community based, children exposed to domestic violence, and supervised child visitation centers. The position duties will involve program planning, development, provision of technical assistance to staff at provider agencies, oversight of service provider contracts, and supporting the timely collection, analysis, and utilization of data gathered from the programs for program feedback and resource allocation. The Coordinator must work collaboratively across the Division, Bureau, and Department to identify opportunities to address domestic and sexual violence in a variety of public health settings and prioritize these opportunities with the support of their supervisor and Division managers.
The selected candidate will assist with the planning and execution of training and technical assistance for domestic violence programs and will also work to ensure racial justice and other health equity goals are integrated into all program and policy initiatives. In partnership with sexual and domestic violence service providers and other stakeholders, we work to eliminate sexual and domestic violence (SDV) and support the health of those impacted by such violence. We challenge the social conditions that contribute to SDV and promote respect in relationships of every kind.
Duties and Responsibilities (these are a general summary and not all inclusive):
- Collaborates with other Division staff to conduct procurement and related processes as appropriate, including coordinating stakeholder input processes, developing program standards and requirements, developing evaluation criteria, drafting RFRs and other POS-related forms, hosting bidders conferences, and coordinating technical review of proposals.
- Provides technical assistance and support to vendors regarding program development, service delivery, relationship building as well as with community stakeholders, data collection and reporting, contracting, and invoicing.
- Develops and maintains knowledge of the federal Family Violence Prevention Services Act (FVPSA) grant requirements and monitor vendors’ compliance with FVPSA requirements.
- Provides technical assistance and support to a variety of work groups, task forces, and committees throughout Western Mass. working on domestic and sexual violence issues.
- Stays current with best practices and emerging data regarding the impact of domestic and sexual violence on survivors and families, with particular emphasis on the impact of SDV in rural areas and best practices for working with rural communities.
- Partners with other Division staff to conduct contract negotiations with providers, develop contract amendments/renewals, program improvement plans, and other adjustments as needed.
- Collaborate with the Division’s assigned epidemiologists to review program data and activities to determine progress and effectiveness of services and to make recommendations concerning changes as needed.
- Collaborates with members of the Division of Sexual and Domestic Violence Prevention and Services as well as the Bureau of Community Health and Prevention (BCHAP) Administration & Finance unit to provide oversight of contracts for domestic violence services.
- Plans, develops, implements, and evaluates initiatives and programs to advance the Guiding Principles of the 2017 SDV Procurement.
- Acquires and maintains understanding of principles and strategies for disability access. Works with funded SDV programs to ensure program sites and services strive to meet ADA standards and that reasonable accommodations are made.
- Develops intentional engagement in racial equity initiatives, healing-centered engagement, and survivor-focused and culturally and linguistically specific programming in the Division, Bureau, and Department.
- Maintains knowledge regarding the most recent procurement for Sexual and Domestic Violence Services, including the main RFR and the 9 service model RFRs.
Required Qualifications:
- Knowledge of the principles and practices of human resource management including behavioral techniques, planning, forecasting, organizational development, etc.
- Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities.
- Familiarity with the methods used in the preparation of charts, graphs and tables; methods of general report writing.
- Capacity to perform duties efficiently under tight deadlines, and to maintain competing priorities during such situations.
Preferred Qualifications:
- Capacity to review and evaluate complex program budgets.
- Proficient usage of Microsoft Office products including Word, Excel, PowerPoint, Teams and Outlook.
- Skilled in the desire to work in a team-oriented, fast paced, professional public health environment
- Strategic thinker, with skills in planning, organizing and prioritizing resources.
- Understanding of the culture in rural communities and the ways that domestic and sexual violence impact survivors and their families differently in rural areas.
- Outstanding interpersonal skills with the ability to communicate effectively and professionally.
- Demonstrated experience with domestic violence and/or sexual assault issues and services, including its causes, impact on children, impact on health, response, and prevention strategies; and working with the whole family, as appropriate, in a survivor-focused, trauma-informed way.
- Understanding of and commitment to health equity, including racial equity, and addressing the social determinants of health.
- Excellent oral and written communication skills, including experience with public speaking.
