Proposal Summary:

MSI is pursuing the USAID Digital Strategy Implementation Program activity. The activity, managed through USAID’s Innovation, Technology, and Research Hub’s Technology Division (ITR/T), will build the capacity of USAID Missions, Washington Operating Units, and partners to advance digital initiatives that enhance security and economic prosperity while safeguarding individual rights, freedom of expression, and democratic norms.


The 5-year buy-in activity is expected to support USAID across a broad spectrum of tech sectors and practice areas and will require engagement with a diverse range of external stakeholders, firms, and consultants to provide USAID with the depth of expertise needed to advance effective digital interventions.


Position Summary:

The Director will provide strategic direction and leadership for the activity. The Director will create and manage a team of technical experts to support and promote USAID’s digital strategy. They will coordinate work across a broad consortium of partners, staff, and consultants. They will foster and strengthen relationships across multiple technical sectors to drive implementation of USAID’s Digital Strategy within the Agency and with external stakeholders. They will work with the activity leadership team to promote the buy-in activity across all USAID staff. The Director will be the main point of contact for USAID staff and will liaise directly with the activity COR on technical issues.


Responsibilities:

  • Serve as primary point of contact with USAID, including the Contracting Officer, Contracting Officer’s Representative, and other relevant client actors, as required for successful completion of the project and contract.
  • Promote the buy-in mechanism and socialize the activity among USAID staff and Missions.
  • Ensure timely delivery of program inputs, deliverables and reports.
  • Work across multiple technical sectors to build relationships that further USAID’s Digital Strategy and the buy-in mechanism.
  • Create and manage a dynamic team of technical experts to implement USAID’s Digital Strategy.
  • Manage the project budget, including expenditures and allocation and/or reallocation of funds as necessary for the accomplishment of project goals.

Qualifications:

  • Proven experience building and managing dynamic, flexible teams, preferably on global projects.
  • Bachelor’s degree, Master’s degree preferred.
  • Ability to travel globally up to 10% of the time.
  • Minimum of fifteen (15) years of experience managing USAID activities, including donor funded grants and contracts.
  • Demonstrated ability to build relationships across technical sectors including technology, cybersecurity, and digitalization, in both the public and private sectors.
  • Experience in and knowledge of one or more technology industries, including telecommunications, cybersecurity, digital governance/democracy, digital finance, data ecosystems, and emerging technologies, in a public or private sector capacity.
