Position Function


The primary purpose of this position is to lead the Treasury Services area within the Controller and Treasurer’s Office. The position also assists Business Managers, Accountants, and other fiscal personnel at the university. This area performs domestic and international cash management, investment management and debt management activities. The area also coordinates credit/debit card processing for all Mississippi State University departments. Responsible for ensuring appropriate internal controls and business processes are in place to protect university assets and comply with various Federal, State, university and private sector rules, regulations and policies.


Salary Grade : 18

Essential Duties And Responsibilities


  • Perform other duties consistent with the knowledge, skills and abilities required for the job.
  • Responsible for all cash management functions including cash concentration, disbursements, deposits, wires, ACH transmissions and account transfers to ensure adequate liquidity for working capital needs of MSU.
  • Manage compliance with the Payment Card Industry Data Security Standards (PCI-DSS) for all credit card processing for MSU. Work with all MSU departments, PCI-DSS Consultants, MSU-ITS and third-party credit card processors to achieve compliance.
  • Manage banking relationships including checking accounts, reconciliation of bank accounts, and daily activity for all manual and automated systems. Prepare and evaluate Requests for Proposals (RFPs) for banking services when contracts expire and implement any required changes needed to support the new depository agreement.
  • Invest excess cash in accordance with university policy. Coordinate management of MSU’s investment portfolio with four different banking institutions.
  • Responsible for requesting, receiving and reconciling state appropriations.
  • Manage MSU’s debt portfolio to ensure proper accounting for debt service transactions including debt service payments to trustee bank, debt service transfers from MSU departments and payments to ratings agencies. Ensure MSU’s Post Issuance Compliance program is properly managed according to rules and regulations established by the Internal Revenue Service (IRS).
  • Manage the portfolio of university owned endowments housed with the Foundation Investment Pool or individual trustee banks. Ensure spending limit calculations are performed in accordance with established university policy.
  • Manage the debit/credit card and e-check processing functions for Mississippi State University. Train and assist departments how to execute transactions through approved MSU processors including various software and hardware vendors.
  • Provide support for fiscal year end operations, audits and note disclosures.


Supervisory Responsibility: Direct supervision of non-exempt and exempt employees


Minimum Qualifications


Education: Bachelor's Degree in Accounting, Business, Finance, or related field


Experience: 7 years in a banking environment, financial service industry, auditing, or Treasury environment


Preferred Qualifications


  • Direct work experience in a university or college setting.
  • Master’s Degree in Accounting.
  • Direct work experience in banking or treasury environment, financial services industry.


Knowledge, Skills, And Abilities


  • Self-motivated and strong attention to detail.
  • Project management skills and expertise in leading a team and supervising others.
  • Ability to embrace new technology and adapt to new rules and regulations in ever evolving industry.
  • Working knowledge of database query tools for generating ad hoc reports (Crystal)
  • Well-developed interpersonal and customer service skills.
  • Ability to solve complex issues.
  • Strong written and oral communication skills.
  • Proficient with Microsoft Office suite and Adobe Acrobat.


Working Conditions and Physical Effort


  • Vision requirements: Ability to see information in print and/or electronically.
  • No unusual physical requirements. Requires limited lifting of files and records and nearly all work is performed in a comfortable indoor facility.
