Job Description

SUMMARY OF DUTIES:



Under the direction of the Discipline Chief Engineer MOW Renewal, the Director Portfolio Management will be responsible for managing and controlling a moderate-size portfolio of programs and projects within ADA Stations and Accessibility organization such as Fitter and Veltri Interlockings, CT River Bridge Steel and Timber Repair, MBTA and NYSDOT operating and maintenance agreement programs. The Director will ensure the teams adherence to project scope, budget, schedules, and the requirements of stakeholders throughout all project’s phases.

This position works collaboratively and in coordination with all Amtrak departments, the Federal Railroad Administration, and other U.S. DOT agencies, Congress, States and localities, commuter and freight operators, and suppliers, other third parties, investors and stakeholders to develop strategies, plans, funding and finance approaches, and partnerships to advance Amtrak’s mission.


This role will be based in Philadelphia, PA. or remote.


ESSENTIAL FUNCTIONS:


  • Maintains, supports, and promotes a safe work environment while complying with all of Amtrak’s safety rules, policies, and procedures.
  • Participate in all applicable safety meetings and safety stand downs in conjunction with the IMCS teams.
  • Ability to travel up to 30%
  • Provides leadership and oversight to all construction efforts to ensure that all projects are executed in accordance with the contract, design, budget, and schedule.
  • Performs routine safety audits and take corrective actions to improve safety
  • Coordinates and oversees weekly updates from the project manager on the status of project, including any issues that occurred.
  • Analyzes contract and department performance to maximize financial and operational performance and minimize risk.
  • Directs, manages, and oversees construction and maintenance of reimbursable and agency related projects to ensure that project and/or program scope, cost and schedules are properly developed and maintained through project closeout.
  • Ensures contractors (Both Internal and External) follow the agreed upon scope, costs and schedule to ensure compliance with Contract Documents.
  • Coordinates and oversees the formal monthly project status reports addressing actual and forecast costs and schedules, change of status, etc. to the Program Manager of the project.
  • Coordinates and oversees that Project Managers review requests for change from the field and, if appropriate, prepares a potential change notice with appropriate justification.
  • Provides constructability reviews of design plans and all construction phase submittals associated with the Project.
  • Ensures that contract and project closeout requirements have been met at the close-out of all projects.
  • Communicates and implements safety rules, policies, and procedures in support of the corporation's safety vision and goals.
  • Coordinates and ensures Safety Site Specific Work Plan (SSSWP) are completed and adhered to ensure safety of the job
  • Manages a staff of non-agreement employees.
  • Attends various program and project progress meetings on a routine basis.
  • Coordinates with IMCS for, reimbursable and agency projects, and programs with other departments to ensure adequate resources are available, as well as obtaining track outages, labor clearances, and that labor forces are available as planned and scheduled.


MINIMUM QUALIFICATIONS:


  • Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
  • Extensive understanding of business operations and the impact departmental actions have on the corporation and operations
  • Successfully demonstrates expert knowledge and ability to effectively oversee scope, schedule and budgets of improvement and maintenance programs
  • Experience working with government agencies and organizations
  • Management-level experience in project/construction management, engineering and/or maintenance within passenger railroads, or in any comparable public or private organization
  • Extensive experience managing diverse, large, and geographically dispersed groups of individuals
  • Experience in engineering, construction management, or a closely related field with experience in construction projects having to coordinate with any operational environment exhibiting progressive growth and increased responsibility in providing major project delivery services to the public
  • Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions


PREFERRED QUALIFICATIONS:


  • Graduate degree in engineering or project management, and extensive experience working with cradle to grave approach of program and projects in an operating environment
  • PMI Portfolio Management Professional (PfMP) credential
  • Professional Engineer’s (PE) License
  • Extreme efficiency in Project Controls web-based type applications along with Microsoft Excel and Access software.
  • PE preferred, PMP certification in good standing


COMMUNICATIONS AND INTERPERSONAL SKILLS:


Must have excellent oral and written communication skills.


The salary/hourly range is $139,660 - $181,000. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
