Director of Procurement


Job Summary


The Director of Procurement is responsible for the development and implementation of strategic initiatives for a portfolio of direct and indirect sourcing categories to enable the Company to meet objectives for both external and internal customers. Procurement activities include direct materials for customer needs, consulting services, marketing services, IT systems & services, office supplies, IT & office equipment, and other direct & indirect categories of goods and services. The Director of Procurement works closely with all departments involved in the supply chain. This is a hands-on position that requires the successful candidate to be comfortable rolling up their sleeves and working alongside the team to maintain compliance and accomplish goals & objectives.


PRIMARY DUTIES AND RESPONSIBILITIES


Direct Procurement


  • Manages contract vendor relationships, including monitoring supplier performance in responsiveness, cost, flexibility, and other relevant factors such as financial condition to ensure ability to fulfill contract requirements.
  • Leads forecast and inventory planning meetings, reviews recommended sales forecasts and inventory goals; manages inventory targets; works with Finance to develop and execute inventory policies & procedures to ensure adequate controls.
  • Creates, updates, and approves purchase orders as needed. Researches the planning of all “out of stocks” or lead time planning.
  • Implements and uses MRP (materials requirement planning) and ERP system (NetSuite).
  • Identifies and explains to suppliers the client’s purchasing needs, e-sourcing, proprietary sourcing, and supply chain technology.
  • Implements inventory management strategies to ensure continuity of supply to clients.
  • Plans and directs procurement, production, inventory control, logistics, and distribution for the Enabling Technologies business unit, which sells and installs Real-Time Locating System (RTLS) equipment for its clients.
  • Facilitates best practices and consensus between functional experts across business in demand planning.
  • All other duties and projects as assigned.


Indirect Procurement


  • All other duties and special projects as assigned.
  • Collaborate with Legal Department to ensure contracts have appropriate and optimal terms & conditions.
  • Ensures optimal design of corporate procurement policy, and compliance with same.
  • Ensures compliance with federal subcontracting plan.
  • Highly involved with sourcing and procuring capital purchases.
  • Negotiates with vendors to obtain product and service information, such as price, availability & delivery schedule.
  • Develops and applies sourcing best practices, policies and procedures and ensures consistency with the overall procurement strategy.
  • Negotiate long-term and blanket contracts for all products & services.
  • Establish long-term agreements where feasible to reduce transactional work and obtain optimal quality, service, price, and other terms.
  • Communicate and offer global strategy, oversight, and support.
  • Analyze spend data across the business units to identify sourcing opportunities which could benefit internal customers.
  • Collaborate with business units and group functions to identify opportunities to develop and implement strategic initiatives that result in optimum services and cost reduction, when possible.
  • Fully understand the business units’ requirements to effectively negotiate appropriate contract terms, conditions, and pricing.
  • Partner with all business leaders to drive procurement through a robust streamlined approval process flow and eliminate unmanaged spend.
  • Develop methodology and metrics tools to track cost savings effectiveness.


Facilities


  • Establish and maintain relationships with vendors for all facility needs, including office supplies, equipment, and contractors for building renovations.
  • Working closely with the Facilities Coordinator, oversee daily site operations in PGH to ensure all facility needs are met.
  • Coordinate procurement for office supplies and equipment.


Experience & Education


  • Experience working in health care and/or technology company (preferred).
  • Procurement experience with federal government agencies (preferred).
  • Bachelor’s degree in Operations and/or Supply Chain Management, or related field required.
  • MBA (preferred).
  • Minimum 2 years of experience in a management/supervisory role (required).
  • 7-10 years of experience in supply chain/procurement (required).


Skills & Abilities


  • ERP experience required (NetSuite preferred).
  • Knowledge of e-sourcing and e-procurement tools.
  • Expertise in sourcing policy, procedures, and processes.
  • Demonstrated experience leading teams.
  • Expertise in supply chain management.
