Job Duties

For more than 34 years, the Virginia Lottery has been building an amazing organization committed to growth and giving back – and having fun while doing it. Operating entirely on revenue from game sales, rather than tax dollars, the Virginia Lottery generates more than $2.0 million per day for Virginia’s K-12 public schools. The Virginia Lottery also licenses and regulates casino gaming and mobile sports betting.

The Virginia Lottery is currently seeking a Director of Information Technology Services. The individual in this role will provide visionary leadership and managerial guidance to the Information Technology Systems (ITS) Department. The Director will foster relationships both internally and externally to identify resources and deliver innovative, customer-friendly technical solutions.

The Director of ITS provides strategic leadership in planning, developing, implementing, and maintaining technology and information systems that support the strategic goals of the Lottery. Responsibilities include managing relationships with our strategic and mission critical vendor partners as well as internal stakeholders.

Essential duties will include oversight of the following areas:

Infrastructure & Operations Technology
– Ensure continuity of operations at the Data Operations Center 24/7.
– Responsible for all co-located and shared resource requirements pertaining to personnel, task, system processing, performance, management, policies, procedures, Lottery interfaces, and contract compliance.
– Help Desk oversite for internal stakeholder requests using internal tracking system.
– Technical Support, telecommunications, systems engineering, and both cloud and on-premise server management.
– Change Control functions to include testing and installation of application systems and third-party software.

Enterprise Architecture Technology
– Align IT strategy and planning with agency goals and oversee the enterprise architecture design.
– Ensure new application integration services connect with existing systems. Lead efforts using Azure API Management.
– Provide architecture administration to ensure full utilization of products and technologies.
– Manage the information capital portfolio to include technology infrastructure and information capital applications.
– Analyze departmental needs and determine solutions to meet business objectives.
– Manage full project lifecycles, including those with multiple phases and resources while maintaining high customer satisfaction.
– Lead governance for Lottery systems through Information Technology Advisory Committee (ITAC).

Business Intelligence
– Design, develop and deliver Business Intelligence (BI) solutions to internal customers.
– Provide guidance and best practices for BI system users by promoting effective and efficient use of enterprise data and information.
– Provide guidance and lead agency opportunities in BI and Data Warehouse space.
– Continue to build integrated data driven tools using embedded analytics and data consolidation in the cloud to drive strategic marketing decisions and maximize customer engagement.

Leadership
– Provide demonstrated skill in both crisis and expectation management.
– Possess strong communication and interpersonal skills with the ability to inspire and empower a diverse group of people.
– Develop and manage processes and large enterprise projects across multiple groups.
– Provide development opportunities for employees to stay current with industry technology and skills.

The Successful candidate will possess:
– Knowledge of sound business management practices, with emphasis on effective financial and project management.
– Demonstrated ability to plan, prioritize, manage, and complete multiple workflow activities on time, and within budget.
– Ability to operate with flexibility in a fast-paced, constantly-evolving team environment.
– Demonstrated skills in leading and managing an IT team, collaborating with senior leadership, and effectively managing technical projects.
– Demonstrated ability to provide leadership based on best practices, a keen understanding of the Lottery’s strategic priorities, and the ability to anticipate and develop plans, programs and policies to support the Lottery’s mission in an ever-changing environment.
– Demonstrated ability to identify and guide future direction and solutions and effectively influence others and manage change.
– Demonstrated ability to recruit, motivate, and retain a highly qualified and dedicated staff, and manage staff and intricate human resource issues with an eye on enhancing talent pool and bench strength.
– Exceptional communication and presentation skills and a demonstrated ability to communicate complex technology concepts in a clear, concise manner to both technical and non-technical constituents.

Note - This position requires in-office work three days per week including Tuesday and Wednesday.


Minimum Qualifications

  • Current knowledge and experience with IT industry best practices and emerging technology is essential.
  • Creating successful relationships with vendor partners.
  • Considerable experience managing large complex contracts, negotiating agreements and vendor management.
  • Relevant experience in a public, non-profit, state, or federal government agency with emphasis on meeting strategic business goals.
  • Experience implementing agency-wide ERP (Enterprise Resource Planning) projects including outsourced technology solutions.
  • Bachelor’s degree in Business or Public Administration, Finance, Information Systems, Computer Science, or related field.
  • Meeting product release dates according to long-term plans for Enterprise System enhancement releases.
  • Six to eight years of progressive leadership experience relating to the provision of IT services including IT project and line management, personnel, and financial management.
  • Ability to enhance talent pool and bench strength by recruiting, motivating, and retaining a highly qualified and dedicated staff.

A comparable amount of training and experience may be substituted for the minimum qualifications.

Additional Considerations

  • Master’s degree preferred.
  • Lottery industry experience preferred.
