Job Description

Responsibilities

• Manage the day-to-day operations of the clean energy programs at the NJBPU. Manage staff responsible for administering existing and launching new programs within the Division of Clean Energy. Coordinate policy and program development and implementation with and between the other technical Divisions at the Board.

• Lead, support and develop early- and mid- career professionals on the teams within the Division; create and support a culture of learning and professional growth.

• Plan, develop and implement initiatives included in the New Jersey Energy Master Plan. Provide policy oversight and direction in developing and operating the existing Clean Energy programs to include Energy Efficiency, Offshore Wind, Solar, Storage, Microgrid, Distributed Energy Resources, other Renewable Energy, and Electric Vehicles. Supervise outside contractors and vendors.

• Make policy recommendations; ensure policy consistency within and across programs and sectors; perform the technical review, grant proposal review and grant management, market analysis, program oversight, budget assessment, as well as the review and preparation of comments on relevant legislation as required. Manage agenda process for the Division, including the preparation and presentation of Board Orders and other regulatory documents.

• Manage the preparation of RFPs/RFQ's, compliance filings, goals, and progress tracking metrics. Supervise, in conjunction with the Fiscal Office, the application, acceptance, and distribution of State, federal and private grants or other sources of funding.

• Monitor emerging trends in energy and other areas through participation in industry and regulatory groups. Interact regularly with Commissioners, Legal staff, representatives of other state agencies, utility representatives, market participants, and other stakeholders. Coordinate and engage effectively with stakeholders and constituents.

• In cooperation with other staff, provide briefings and education to Staff, Commissioners, and other elements of State government while emerging innovative and leading-edge financial products for providing incentives for the development and deployment of advanced technology.

• Oversee and monitor fiscal affairs of the Division, in conjunction with the Fiscal Office, including drafting proposed budgets, as well as monitoring budget issues, program expenditures and administrative and consultant fees. Ensures the accuracy of proposed budgets and management and oversight of the budget.


Qualifications

EDUCATION: Graduation from an accredited college or university with a Bachelor’s degree. An advanced degree in policy, environment, sustainability, or science-related field is preferred.

EXPERIENCE: Seven (7) to ten (10) or more years of management experience, including project management, team leadership and team leadership. Experience in clean energy, environment, energy, law, engineering or science preferred.

The successful candidate will possess and demonstrate a broad range of managerial and leadership skills, including strong communication and interpersonal skills; thorough problem analysis; creative thinking; prudent decision-making, and sound judgment. The ability to manage, develop, and delegate to staff, coordinate and lead interdepartmental cooperation, and understand the importance of organizational awareness is required.
