Job Description

**All City Schools staff members are required to have been fully vaccinated against COVID-19, or to have applied for and received a medical or religious exemption from this mandate.

Provides leadership and direction for the daily operations and oversight of Contract Maintenance, Grounds, Repair Regions/Area Facility Managers (AFM), and maintenance and repair functions of the physical plant operations of Baltimore City Public Schools and Administrative buildings. Duties also include fiscal oversight and contract administration of necessary repair work and maintenance-related tasks. Director Building Maintenance & Inspections Operations has overall responsibility for coordinating the district-wide facilities management, has knowledge and familiarity with each school location and physical condition and needs of all facilities.

Essential Functions
  • Provides appropriate supervision, mentoring and professional growth and development opportunities to assigned staff. Such responsibilities include the development and implementation of professional growth plans to include keeping abreast of current developments, literature, and technical sources of information.
  • Confers with and advises staff on administrative policies and procedures, technical problems, priorities, and methods.
  • Represents the COO at various meetings and conferences related to facilities, maintenance, and operations.
  • Supervises and manages professional and support staff in the management of in-house services, budget allocations, and inventories. Ensure staff follows up on work orders through tracking performance metrics, project plans, site visits, and developing procedures for effective implementation.
  • Provides technical and direct supervision and monitoring of contract maintenance, facilities maintenance and repair regions, and grounds departments including equipment inventories and budget allocations for respective departments.
  • Completes written reports as requested by the Executive Director-Facilities.
  • Provides technical and administrative leadership and oversight of school facilities.
  • Addresses inadequate or inappropriate service and methods of operation, poor workmanship, or improper conduct or behavior which may be pertinent to his/her area.
  • Evaluates the condition of schools and makes recommendations for facilities improvement projects.
  • Plans and controls staffing and performs other human resources, finance, and payroll related functions for assigned staff.
  • Defines strategic direction for area of responsibility, and leads assigned staff in developing recommendations for strategic long-term goals related to assigned area of responsibility
  • Develops, implements, monitors, and promotes continuous improvement and quality improvement initiatives within the areas of logistics, environmental compliance, and custodial operations to ensure that City Schools complies with Federal, State and local regulatory standards.
  • Functions as liaison between the COO and Principals, public and staff on all issues related to facilities custodial operations and environmental compliance maintenance.
  • Ensures that all in-house and contractor teams are utilizing the Computerized Maintenance Management System for identifying and tracking work order history with detailed actions and appropriate labor, inventory and purchase transactions in a timely manner as identified by internal processes and procedures.
  • Performs financial management responsibilities associated with formulating department budget; assists in hiring staff vacancies and other contractors; reviews and processes payments; invoices; ensures project cost stability; processes change orders; develops an annual operating budget for mechanical services and engineering; and maintains accurate records of expenditures and commitments.
  • Administers contracted services; prepares plans and specifications; evaluates work performance and service providers.
  • Develops project plans, work breakdown structures and schedules required to successfully complete projects on time and within pre-approved budget constraints.
  • Oversight of repairs and servicing schedules for each school facility as it pertains to minor and major building components, non-HVAC related systems and exterior grounds.

  • Performs administrative and supervisory duties requiring effective verbal, written and computer communication skills.
  • Represents City Schools in obtaining bids and awarding building maintenance and grounds contracts to include but not limited to landscaping, plumbing, electrical, roofing and elevators following all departmental and City Schools procurement processes.
  • Manages assigned staff in the development, design, review, implementation and periodic evaluation of project plans and strategies to support the achievement of goals and objectives of department
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board polices and the professional standards.
  • Implements schedules for special projects, improvements, and daily routines in his/her assigned area and provides the Executive Director with updates of such work.

Desired Qualifications
  • Ability to quickly analyze problems, recommend and implement workable solutions.
  • Ability to quickly gain knowledge of relevant Federal and State regulations and guidelines in the areas of facilities and maintenance.

  • Five years of practical experience including senior management experience in the facilities maintenance and operations of a physical plant. Direct experience in school plant operations and facilities preferred.
  • Ability to work effectively with principals, teachers, administrators, legislators and the general public.
  • Demonstrated ability to establish and maintain effective working relationships with consultants, contractors, and City Schools' personnel at all levels.
  • Valid class C non-commercial driver's license.
  • Excellent verbal and written communication skills, including the ability to negotiate and make persuasive presentations.
  • Demonstrated ability to prioritize ongoing and multiple projects, to address multiple tasks, technical issues, and contingencies at the same time.
  • Proven ability to handle numerous tasks and to effectively prioritize those tasks.
  • Demonstrated experience and expertise in strategic planning, budget administration and project management.
  • Proficient skills in the use of personal computers and relevant design and office
  • Good interpersonal, presentation, oral and written communication
  • Bachelor's degree in facilities management, engineering, or business administration or a related field. Degree must be from an accredited college or institution.
  • Proficient in the knowledge and use of technical computer applications.
  • Demonstrated ability to effectively supervise professional engineers.
  • Ability to ensure the delivery of high levels of customer service to the schools throughout the unit.
