Job Summary

To perform duties of a Sworn Law Enforcement Officer as defined by State Constitution, State Laws, County Ordinance and department policies.637841599249470000 (racinecounty.com)

Essential Duties

A Deputy Sheriff holding the rank of "Deputy" is an entry level sworn law enforcement position within the Sheriff's Office performing duties as assigned to Deputy Sheriffs' holding the rank of Deputy, in the general areas of, but not limited to:
Patrol Deputy, Water Patrol Deputy, Court/Conveyance Deputy

  • Work overtime hours during situations deemed by the Sheriff as an emergency.
  • Observe for improper activities.
  • Operate vehicles and other equipment including weapons during hours of work.
  • Restrain aggressive persons to include applying handcuffs and other restraints without assistance from others.
  • Write reports, citations, documentation and diagrams.
  • Guard and care for prisoners.
  • Take into custody and provide services to individuals.
  • Respond to citizen's requests for assistance.
  • Investigate criminal activity and civil complaints.
  • Participate in special units such as: Strategic Patrol Unit, Warrants Unit, K9 Handler, Courthouse Security, Domestic Violence Specialist, Evidence Technician, Evidence Custodian, Training Officer, SWAT Team, Dive Team, Crisis Negotiations Team.
  • Testify in court.
  • Engage in physical altercations with or without equipment or weapons and have sufficient skills/training to overcome and subdue suspects.
  • Enforce traffic laws, state statutes and county ordinances.
Patrol Deputy
  • Prepare all necessary reports and documentation related to duties.
  • Perform emergency first aid functions at accident scenes or other incidents.
  • Transport prisoners.
  • Locate and serve warrants and commitments, serve related civil process, and prepare appropriate documentation.
  • Perform patrol services in such a manner so as to attempt to deter criminal activity and to be aware of activities in patrol areas.
  • Perform special assignments such as COPS, conduct programs as directed by the Sheriff to include speaking engagements on a variety of topics.
  • Perform law enforcement services within Racine County, including motor vehicle traffic enforcement and accident investigation.
  • Respond to calls assigned and take appropriate action.
Water Patrol Deputy
  • Perform maintenance and cleaning operations to boats and equipment used by the Water Patrol operations.
  • Conduct search and rescue operations upon the waters of Racine County.
  • Provide law enforcement services in the Racine Harbor, Lake Michigan and the other waterways in Racine County.
  • Provide public relations programs and assist the public concerning boating safety and boat operations.
  • Prepare all necessary reports and documentation.
Court/Conveyance Deputy
  • Prepare and review appropriate and necessary reports and documentation concerning arrests, citation paperwork, dispositions and other administrative activities concerning Sheriff's Office arrests or other agencies arrests, if so directed.
  • Provide security to court operations in Racine County.
  • Transport and maintain control of prisoners and others in custody of the courts or Sheriff's Office to other facilities or back, in a safe, secure manner.

Supervision Received
Receives supervision from authority as outlined in Department's organizational chart.

Qualifications

  • Prompt and regular attendance.
  • Obtain certification by the Civil Service Commission on the psychological exam
  • No convictions at any time or at any place of a felony unless the judgment or conviction has been reversed or a complete pardon has been granted. No convictions of a misdemeanor or other offense of which the circumstances substantially relate to the position.
  • Possess a valid Motor Vehicle Operator's (Driver's) license from state of residence and be eligible for licensing as a class "D" operator in Wisconsin, not revoked, suspended, or otherwise prohibited, at time of application. Applicant must have a valid Wisconsin Class "D" driver's license at time of appointment and maintain valid Wisconsin driver's license as a condition of employment. Driving record will be reviewed at time of appointment.
  • Participate in oral panel interview process.
  • Citizen of the United States.
  • Associate degree from a Wisconsin vocational, technical and adult education district or its accredited equivalent from another state or a minimum of 60 fully accredited college level credits.
  • Must not be prohibited from possessing a firearm by state or federal laws.
  • Must pass background investigation.
  • Minimum of age 21
  • Preference will be given to law enforcement certified and veteran candidates

Knowledge Skills & Abilities

  • Ability to understand and carry out complex oral and written directions such as operational procedures, court directives, arrest documents, department manuals, and laws.
  • Ability to safely operate a motor vehicle, including during emergency situations.
  • Ability to obtain CPR certification and recertify every other year.
  • Ability to read, understand and follow policies, procedures, legal directives, bulletins, instructions, reports and manuals.
  • Ability to perform work in an accurate, calm and timely manner in crisis or emergency situation.
  • Ability to operate computer terminals, radio equipment, speed detection equipment and evidence gathering equipment.
  • Ability to obtain proficiency in the use of a self-contained breathing apparatus (SCBA).
  • Ability to obtain Emergency Vehicle Operation Concepts (EVOC) certification and recertify every other year.
  • Ability to obtain certification from Wisconsin State Law Enforcement Standards Board (LESB) training (720 hours) plus an annual 24 hour mandated re-certification.

Physical Requirements

  • Continuously (67-100% of workday) talk, hear, and use vision to include close, distance, color, night, peripheral, field of vision, depth perception and ability to adjust focus (for duties such as traffic control, driving, maintaining control and security of situations).
  • Frequently (34-66% of workday) stand (such as directing traffic), walk (such as security checks), sit (such as on jail unit or in squad car), bend/twist, reach, and feel (such as in restraining individuals, directing traffic, handling property bins, searching individuals); light fingering (such as performing data entry on computer keyboard), lift and carry objects (such as food trays weighing up to 5 pounds).
  • Swim 100 yards or stay afloat for 15 minutes (Water Patrol Deputy only).
  • Hearing defined as pure tone air conductive average threshold evidencing no more than 25 DB HL for the test frequencies of 1000, 2000, 3000 and 4000 Hertz in each ear, with none of the listed frequencies greater than 35 DB, with or without hearing devices.
  • Occasionally (1-33% of workday) stoop, kneel, and crouch (such as to restrain inmates or perform first aid functions); walk and run distances under varying weather and terrain conditions (such as to pursue and apprehend suspects), grapple, restrain and handcuff individuals using arrest tactics; climb (such as fences and ladders to investigate and/or pursue individuals; 4 flights in circular staircase of 13 steps each for jail rescue operations or more flights/stairs in pursuit situations); maintain balance (such as in pursuit situations); pushing (such as inmate in wheelchair); pulling (such as boats, individuals in rescue operations); lift and carry objects (such as buoys and anchors, squad case weighing up to 30 pounds, persons weighing up to 180 pounds to lift out of water, property bins weighing up to 50 pounds including overhead lifting); push, lift and drag, or lift and carry individuals weighing approximately 180 pounds (such as person in wheelchair to bunk and/or toilet, out of vehicles, 50 feet toward jail fire tower, 4-person lift of person on medical board, and/or other arrest and/or rescue situations), turn door knobs (such as opening jail doors), pull trigger on duty weapon (average trigger pull is between 4 lbs (single action) and 8 lbs (double action) and a 12 lb trigger pull on a pump action shotgun).
  • Binocular visual acuity must be corrected to 20/20 – soft contacts may be required.
  • Height and weight in proportion. A medical examiner will consider height and weight in determining physical fitness for the position.

Working Conditions

  • Frequent (34-66% of workday) - hazard of physical attack and/or injury and frequent to occasional outside work with exposure to extreme cold or heat with temperature changes and wet/humid conditions.
  • Occasional (1-33% of workday) - exposure to noise, exposure to mechanical, electrical, chemical, burn and firearm hazards, fast moving vehicles and motor vehicle accidents.

  • Basic office equipment such as copy machine, personal computer, fax machine; technical equipment such as flashlight, camera, drafting and measuring devices, traffic speed equipment and two-way radios; transportation vehicle such as an automobile; law enforcement equipment such as firearms, chemical agents, fingerprinting equipment, evidence gathering equipment, restraints and control devices; first aid equipment; and personal protective equipment such as self-contained breathing apparatus, defibrillators, and hearing and eye protection.

Full Time, Regular Employees - (40 hours per week)

Health Insurance Coverage (for new hires):
  • Racine County is self-insured. The Third-Party Administrator is UnitedHealthcare. Coverage is effective the first of the month following thirty days of employment.
  • OUT OF NETWORK: Individual deductible is $2,000, family deductible $4,000 per calendar year. After the deductible is met, the plan pays 60% of allowable charges. Out-of-pocket maximum per calendar year is $4,000 for individual and $8,000 for family.
  • Prescription drug, vision, and mail order maintenance drug benefits.
  • IN NETWORK: Individual deductible $1,000, family deductible $2,000 per calendar year. After the deductible is met, the plan pays 80% of allowable charges. Out-of-pocket maximum per calendar year is $2,500 for individual and $5,000 for family.
  • Premium sharing: Racine County pays 85%, employee pays 15%.

Dental Insurance Coverage:
Coverage is effective the first of the month following thirty days of employment.

Basic coverage - Racine County is self-insured. The Third-Party Administrator for basic dental coverage is UnitedHealthcare.

Premium dental coverage - (Anthem/Essential Choice)
  • Orthodontic coverage - Employee pays 50% of the fee up to a maximum payment by the employee of $695.

  • Premium sharing - Employee pays difference between basic coverage and Anthem/Essential Choice.

Life Insurance:
  • An employee can elect to pay for additional life and dependent life insurance on payroll deduction. The premium is determined by age and increment of insurance.
  • Coverage is effective the first of the month following thirty days of employment.
  • The County provides Life Insurance and Accidental Death & Dismemberment (AD&D) for the employee in an amount equal to one times the employee's annual salary (rounded to the nearest $500.). Minimum amount of $30,000 - Maximum amount of $50,000.

Sick Leave Pay:

  • Sick leave shall be accumulated at the rate of four hours per bi-weekly pay period, in which a Deputy's absences from work for that pay period do not exceed 20 hours.

Wisconsin Retirement Fund:

  • Effective from date of hire. The County contributes the employer's share to the Wisconsin Retirement fund. The employee contributes the employee's share, through automatic payroll deduction, to the Wisconsin Retirement fund, as required by State statute.

Social Security:

  • Racine County contributes the statutorily required employer's share of social security.

Vacation:

"Years of Employment" is computed from the employee's latest date of hire.

Funeral Leave Pay:

  • Effective from date of hire. Reimbursement of up to three (3) paid days for the purpose of arranging and attending the funeral of a member of the employee's immediate family.

Overtime Pay:

  • Choice of time and one half (1 1/2) pay or one and one half (1 1/2) hours compensatory time.
  • Hours worked in excess of 8 hours per day.
  • Work performed on a scheduled off day.
Clothing Allowance:
  • The annual clothing allowance will be $600. The payment will be included in the second paycheck issued in February of each year.

Educational Credit Incentive Program:
  • $.50 per college credit per month upon being certified by the Educational Review Board and up to $1000 per year tuition/books reimbursement for satisfactory completion.
Longevity:
  • Deputies who complete periods of continuous service with the County will receive a longevity service payment in addition to their regular monthly rate of pay.

Deferred Compensation:

  • Optional - Automatic payroll deduction from salary prior to tax deductions into a tax deferred savings program. Open enrollment is available twice per year.
