The Hiring Range for this position is: $114,520.19 - $143,150.24/ Annually.
The Salary Range for this position is: $114,520.19 - $178,937.80/ Annually.

Under the direction of the Director of Housing and Community Services, the Deputy Director of Housing and Community Services will plan, organize, direct, and implement operations for assigned divisions and projects within the department. The Deputy Director of Housing and Community Services will perform the duties and responsibilities of the Director of Housing and Community Services in the director’s absence.

The Housing and Community Services Department provides overall management, organization, and control for the following functions: Animal Services, Neighborhood Support, Homelessness, Housing and Community Development, Community Engagement, Crisis Programs and Administration.
  • Reviews and approves e-Scribe agenda items as appropriate
  • Assists in the monitoring of legislative actions affecting the department
  • Assists with the implementation of strategic planning for the department in addition to assigned divisions
  • Participates in external and internal working groups, committees, and groups
  • Manages complex intradepartmental and interdepartmental projects covering a wide range of community related issues
  • Establishes short and long-range divisional priorities, goals and objectives
  • Performs other related duties as assigned
  • Develops and recommends policies procedures and safety protocols
  • Mentors, provides direction to and evaluates the performance of assigned professional staff
  • Manages the daily operations of the following divisions: Administrative, Neighborhood Support (code enforcement), and Animal Services. Budget Analyst and Project Manager are also direct reports
  • Supervise and lead direct reports, this includes but is not limited to making recommendations regarding selection, hiring, training, evaluating and disciplining of assigned employees
  • Acts as a representative of the Housing and Community Services Department at city council policy committees, council study sessions and regular council meetings
  • Develops, process improvements related to department operations
  • Assists with the preparation and administration of grant programs
  • Provides guidance, support and project management for the completion of complex projects including capital projects
  • Assists in the development and maintenance of the Housing and Community Services department budget
MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered
Education:
  • Bachelor's Degree in public administration, planning, criminal justice or a related field
Experience:
  • At least 5 years supervisory/managerial experience
  • At least 7 years progressively responsible local government management experience
  • Preferred: field operations experience
Knowledge:
  • Comprehensive knowledge of the principles, practices and operating requirements of community facing local government programs including enforcement operations
Abilities:
  • Establish and fulfill goals and objectives
  • Direct and effectively supervise a large diverse workforce
  • Communicate effectively both orally and in writing and synthesize complex information into a more useful format for decision-makers
  • Build strong work teams
  • Administer budgets
  • Ability to establish and maintain effective working relationships with employees, all levels of management including executive staff, community, and elected officials
  • Mentor and develop staff
  • Handle sensitive situations with tact and diplomacy
Skills:
  • Excellent oral and written presentation skills

  • Skill in the use of personal computers including word processing applications

  • When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel
Physical Demands:
  • Speech communication and hearing to maintain communication with employees and citizens

  • Sedentary physical work requiring ability to lift a maximum of 30 pounds
